Authorizing the City Manager to execute the Thirteenth Amendment of Master Development Agreement and Fourth Amendment to City Parking Easement and Agreement with Kansas City Live, LLC, and any documents related thereto, for the purposes of providing certain financial incentives in connection with approximately 300 residential units to be constructed on Block 139 in the KC Live entertainment area; establishing the Special Obligation Series 2019A Bond Fund; estimating and appropriating revenues in the amount of $17,500,000.00 in the Series 2019A Bond Fund; designating requisitioning authority; declaring the City’s intent to reimburse itself from bond proceeds; and recognizing this ordinance as having an accelerated effective date.

Kerrie Tyndall, City Managers Office and Daniel Bagunu, Finance Department, gave the staff presentation for this ordinance. This ordinance authorizes the City Manager to execute the Thirteenth Amendment of Master Development Agreement and Fourth Amendment to City Parking Easement and Agreement with Kansas City Live, LLC, and any related documents.The purpose is to provide certain financial incentives in connection with approximately 300 residential units to be constructed on Block 139 in the KC Live entertainment area, this amendment allows changes as to how the parking is operated and maintained. This is also a chance for the city to address public infrastructure in the downtown area. A digital copy of the presentation is on file in the City Clerk’s Office

Authorizing the Director of the General Services Department to execute a Sublease, including an option to purchase Property, by and between HRB Deployment & Support, LLC, as the Sublandlord, and the City, as the Subtenant, for that certain premises and parking in and upon the building commonly known as 4400 East Blue Parkway and implement those undertakings; appropriating $821,000.00 from the Unappropriated Fund Balance of the Capital Improvements Sales Tax Fund to the 4400 E. Blue Parkway project account for $371,000.00 in rental and associated occupancy costs through April 30, 2018, and $450,000.00 for moving costs and necessary IT improvements for leasehold space; and recognizing an accelerated effective date.

Authorizing an amendment to the legal services agreement with Husch Blackwell LLP for the provision of legal services related to the proposed terminal modernization project; appropriating $450,000.00 from Aviation Account No. 18-8300-627270-611060-62180497 into Law Department Account No. 18-1000-131506-610120; authorizing the City Attorney to expend this sum for this purpose; and recognizing this ordinance as having an accelerated effective date pursuant to Section 503(a)(3)(C) of the Charter.

Galen Beauford, Law Department gave the staff presentation for this ordinance. This ordinance authorizes an amendment to the legal services agreement with Husch Blackwell LLP for the provision of legal services related to the proposed terminal modernization project, arrangements with the Aviation Department has been made to increase the amount of the appropriation from 450 thousand to 750 thousand over the course of the summer.
