Approving the Trails KC Plan as a guide for future shared-use trail development and corridor preservation within the City of Kansas City, Missouri; and authorizing the Director of Public works to adopt design/engineering standards.

Shannon Jax, City Planning, testified on behalf of this ordinance. John Zimmerman, Transystems, gave a presentation to the committee and answered questions from the committee. This ordinance approves the Trails KC Plan to serve as the City's first comprehensive, citywide trails plan for pedestrian, bicyclist and equestrian use. Appropriating and transferring $195,625.00 from the Capital Improvements Fund to the Arterial Street Impact Fee Fund; reducing and appropriating a total of $750,000.00 in the Airport Development Impact Fee Zone of the Arterial Street Impact Fee Fund for the purpose of constructing Tiffany Springs Road; stating the intent of the City Council with regards to the use of future revenues generated in the Airport Development Impact Fee Zone; and authorizing the Director of Public Works to execute a public infrastructure funding agreement with the Tax Increment Financing Commission for the construction of street improvements to Tiffany Springs Road.

Amending Ordinance No. 011323 passed October 4, 2001, which reestablished Sewer District No. 22092 by repealing and reenacting Section 2 thereof and reestablishing Sewer District No. 22092, generally located in the vicinity of N.E. 88th Street and N. Lathrop Avenue, in Sewer Division 22, in Kansas City, Clay County, Missouri.

Jim Mellem and John Franklin, Water Services, testified on behalf of this ordinance. The reason for this legislation is to repeal Section 2 of Ordinance No. 011323 and reenact a new Section 2 of like subject. The new Section 2 correctly describes the northern boundary line of Sewer District 22092 as the centerline of Shoal Creek Interceptor and it also includes Frederick Acres 1st Plat subdivision when describing its east boundary line.

Authorizing the Director of General Services to execute a $568,294.72 contract Amendment No. 3 with KONE, Inc., for elevator and escalator maintenance and repair at various City-owned facilities; authorizing the Director of General Services to expend $568,294.72; and authorizing the Director of General Services to amend and reduce dollar amount of the contract without further City Council approval.

Authorizing the Director of General Services to execute a Memorandum of Understanding with the Kansas City, Missouri Police Department for the City to provide maintenance services, janitorial services and utilities to the Shoal Creek Campus with funds previously appropriated by the City Council and authorizing automatic annual renewals of the MOU with such funds appropriated by the City Council in the annual budget.
