Accepting the recommendations of the Tax Increment Financing Commission as to the Fourth Amendment to the 19th Terrace & Central Tax Increment Financing Plan; terminating Redevelopment Projects 2a, 2b, 2c, 3, 12, 15, 17, and 18: and directing the City Clerk to send copies of this ordinance to Jackson County.


NEIGHBORHOOD PLANNING AND DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
This ordinance will accept the recommendations of the Tax Increment Financing Commission as to the Fourth Amendment to the 19th Terrace & Central Tax Increment Financing Plan. This will terminate Redevelopment Projects 2a, 2b, 2c, 3, 12, 15, 17, and 18. Heather Brown, Economic Development Corporation (EDCKC), provided a presentation to this ordinance. This amendment will also retain 7 Projects (6, 7, 8, 9, 10, 11 and 13) in which the developer will come back to the Commission and Council with specific proposals for future amendments. A future amendment would require a new and updated description of project improvements, budget of redevelopment project costs, development schedule, revised sources and uses of funds, revised PILOTs and EATs projections, an updated but-for analysis and an updated cost benefit analysis. Currently none of these projects have been completed and no revenue has been reimbursed for these projects. A digital copy of this presentation can be found in the City Clerk’s Office.

NEIGHBORHOOD PLANNING AND DEVELOPMENT COMMITTEE recommends "DO PASS"
This ordinance will rezone an area of about 1.68 acres located southwest of the intersection of Ward Parkway and W. 79th Street from Districts B1-1 and R-6 to District B1-1, and approving a development plan for the proposed McGonigle's Expansion Plan for two commercial buildings. Jamie Hickey, City Planning, provided a presentation to this ordinance. This proposed development would include rezoning 4 additional single family homes and then constructing a new 6,500 – 8,500 sq ft multi-tenant commercial building where the current McGonigle’s market building sits. The City Planning and Development Department recommends denial of all three companion cases ( CDC-CPC-2019-00195, CD-CPC-2019-00196 AND CD-CPC-2019-00199) based on the application, plans and documents. NEIGHBORHOOD PLANNING AND DEVELOPMENT COMMITTEE recommends "DO PASS"
This ordinance will approve an amendment to the Country Club/Waldo Area Plan on about 0.9 acres located southwest of the intersection of Ward Parkway and W. 79th Street by expanding the future land use from residential low to commercial with Pedestrian Oriented Design focus. Jamie Hickey, City Planning, provided a presentation to this ordinance. Staff does not support these applications as the Country Club/Waldo Area Plan recommends “Residential Low” land uses for the properties to be rezoned, which correlate to single-family uses. Further staff has concerns with the increased commercial impact on the remaining adjacent residential properties as well as a reduction in the neighborhood fabric and character. In 2017, when the existing home to the south of the McGonigle’s Market building was rezoned from R-6 to B1-1, staff supported this rezoning as the use of the home would only be for ancillary operations for McGonigle’s Market and would maintain its existing residential exterior character.
