PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "DO PASS"
Patty Noll, City Planning and Development, gave the staff report on the Ordinance. The proposal requests the approval of a development plan that also serves as the preliminary plat. A development is required whenever two principal structures are proposed on one lot – in this case a garage/office building and a carwash building. The proposal for the site is an extension of the Nissan car dealership on the east side of N Congress Avenue. The site will be developed with an office/garage building, a carwash, and a 412 space parking lot. The parking lot will be used for employee parking and overflow storage from the dealership across the street. The plan shows a single drive entrance from N Congress Avenue. There will be three double bays of parking and a single bay of parking lining the site on the east, south and west sides. Employee parking is located at the northwest corner of the site and the remainder of the spaces will be used for overflow. The parking spaces will be 8.5 feet wide and 18 feet deep. Eight interior landscaping areas will be evenly dispersed through the three double bays of parking. The detention area will be at the northeast corner of the site. The garage/office building is directly west of the detention area. The car wash is to the southwest of the garage/office building.

 Jeffrey Williams, City Planning and Development, provided an update on the status of the Kemper Arena RFP.
 
 2. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12
 
 The City Clerk`s Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
