| Repealing Ordinance No. 980346 and appropriating and encumbering up to $501,111.00 in 96/97 Local Law Enforcement funds to a transitional schools program through the Kansas City, Missouri School District and $60,000.00 to the Alternative Schools Network Association, Inc.; authorizing and approving the City to enter into a Cooperative Agreement with the Kansas City, Missouri School District and a contract with the Alternative Schools Network Association, Inc.; directing the City Clerk to file certain documents with the appropriate offices; and declaring an emergency.
