Accepting and approving a twelve-month $710,000.00 contract with the Missouri Department of Health and Senior Services to provide funding for HIV case management services in Kansas City, Missouri.


NEIGHBORHOODS, HOUSING & HEALTHY COMMUNITIES recommends "ADVANCE AND DO PASS, DEBATE"
Staff from the Health Department testified this contract is to ensure that all residents living with HIV/AIDS within the 7 Missouri counties of the Kansas City Transitional Grant Area (Cass, Clay, Clinton, Jackson, Lafayette, Platte, and Ray) receive medical case management services according to the policies, procedures, and standards of practice outlined and published by the Missouri Department of Health and Senior Services. In addition, training and education services are provided for HIV medical case managers in Buchannan County

Authorizing the Director of Neighborhoods and Housing Services to enter into contracts up to $5,187,748.00 with various organizations to provide public facility, housing, economic development, homeless, youth, senior, and social services from Community Development Block Grant (CDBG), HOME Investment Partnerships (HOME) and Emergency Solutions Grant (ESG) funding approved in the 2015 One-Year Action Plan; authorizing the Director of Health to enter into contracts up to $1,053,587.00 with agencies to provide transitional housing and rental assistance from Homeless Opportunities for Persons with AIDS (HOPWA) funds approved in the 2015 One-Year Action Plan; authorizing the Director of Neighborhoods and Housing Services to enter into a contract for $139,000.00 for the Continuum of Care homeless planning; and designating requisitioning authority.

Staff from Neighborhood and Housing Services, testified this contract will provid funding for public facility improvements, housing construction and rehab, economic development, homeless prevention services, youth and child services and senior services for moderate and low income persons in Kansas City.

Amending Chapter 46, Code of Ordinances, entitled “Noise Control” by repealing it in its entirety and enacting in lieu thereof a new Chapter 46 entitled “Noise Code” of like subject matter, consisting of Sections 46-1 through 46-42.
