RESOLUTION - Amending the Standing Rules of the City Council by repealing these rules and enacting a new set of Standing Rules of like subject matter.


LEGISLATIVE, RULES AND ETHICS COMMITTEE recommends "IMMEDIATE ADOPTION AS A COMMITTEE SUBSTITUTE"
Councilwoman Cooper talked about the ordinance. The committee would not be discussing the entire ordinance. She thanked Millie Crossland and Alan Holtkamp for their work. Councilman Glover asked for an amendment on Rule 3, item three. Millie Crossland read into record what the change to language should be. Alan Holtkamp read into read what additional changes should be. The wording was worked out before the committee. Additional discussion was done by the committee on what correct wording should be. Problem ordinances should not be able to be heard by pulling ordinances out by committee rule 28. Alan Holtkamp asked what exactly did the committee want the ordinance say. Councilwoman Cooper explained that the chair of a committee who continues to hold an item gets the fallout from the holding of the item. So the chair would be the one responsible for the outcome of the ordinance. Councilman Skaggs reminded the committee that they did to be careful of the wording.

Amending Article II of the Code of Ordinances of the City by repealing Section 2-43, “Special sessions of the council” and enacting in its place a new section on the same subject.

Millie Crossland talked about the special sessions and sunshine law and how it would relate to the council (especially in times of emergency).

Amending Chapter 2, Code of Ordinances, by repealing Section 2-1020, Conflict of interest annual report, and enacting in lieu thereof a new section of like number and subject matter.


LEGISLATIVE, RULES AND ETHICS COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE, DEBATE"
Millie Crossland, City Clerk, stated that the Law Department had reviewed the ordinance and that some wording of this ordinance was changed. The purpose of the ordinance is to allow councilmembers to be in compliance with city laws. The Missouri Ethics Commission changed the form that councilmembers submitted to them to a short version. However, the shorter version omits information needed to be filed at the city level. Councilmembers will continue to submit a longer version of the state form which shows information required at the city level.
