Approving the Petition to establish the River Market Community Improvement District; establishing the River Market Community Improvement generally bounded by the south bank of the Missouri River on the north, I-70/35 on the south, Missouri 9 Highway on the east and the Burlington Northern Santa Fe Railroad on the west in Kansas City, Jackson County Missouri; and directing the City Clerk to report the creation of the District to the Missouri Department of Economic Development.

Chairman Ford reminded the Committee that they were given a presentation during last week's Business Ssssion. Sean O'Byrne, Downtown Council, gave an overview of the presentation given at last week's Business Session.

RESOLUTION - Recognizing a new blight study and reaffirming the finding of blight made in Committee Substitute for Ordinance No. 140223 regarding property located at the southeast corner of 20th Street and Main Street.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "IMMEDIATE ADOPTION AS A COMMITTEE SUBSTITUTE"
Maggie Moran, Law Department, gave a brief staff report on the Resolution. The City Council enacted Committee Substitute for Ordinance 140223 on APril 24, 2014, finding property locateda t 20th and Main to be blighted, substandard and insanitary and authorizing condemnation of a billboard and ancillary rights on the site. The said Ordinance was challenged in court and a new blight study has been performed on the same property by Belke Appraisal and Consulting Services. The new blight study confirms that the property located at the southeast corner of 20th Street and Main Street is blighted and supports the Council's previously made blight finding.

Amending Chapter 74, Code of Ordinances, by repealing and reenacting Section 74-57, Delegation of Authority, for the purpose of requiring that development agreements contain a provision allowing the assignment to and assumption by City of certain rights, duties, interests and obligations of the Tax Increment Financing Commission of Kansas City, Missouri; enacting new Sections 74-62, Administrative Costs, and 74-63, Special Allocation Fund, for the purposes of addressing administrative costs to be reimbursed and the housing of the special allocation fund within the City; and estimating and appropriating $250,000 for the purposes of funding the existing accounting and financial reporting services through the end of the current fiscal year.
