RESOLUTION - Supporting the submission of two applications to the Federal Home Loan Bank of Des Moines, Iowa for Minor Home Repair Services.

Stuart Bullington, Housing and Doug Bossert, NCSD, testified on behalf of this resolution. This resolution is approving two grant application submissions to the Federal Home Loan Bank of Des Moines, Iowa for home repair grants. The first grant application submission in the amount of $300,000 will be used for minor home repair of owner occupied units in the Washington Wheatley, Wendell Phillips, Santa Fe and the East 23rd Street PAC neighborhoods. The second application submission in the amount of $300,000 will be used for minor home repair of owner occupied units in the Vineyard, Middle Blue River Sustainable Development Area and Hickman Mills neighborhoods.

Authorizing the City Manager to execute a Memorandum of Understanding between the City of Kansas City, Missouri, the City of Riverside, Missouri, and Platte County, Missouri, for the planning, development, and management of the Line Creek Trail; approving the Memorandum of Understanding in substantial form; and directing the City Manager to prepare any necessary agreements and ordinances for implementation of the Memorandum of Understanding so construction can begin in 30 days.

RESOLUTION - Recognizing that because of the economic downturn, Andrews McMeel Universal ("Redeveloper"), through no fault of its own, has not met employment levels as required in the Agreement for the Implementation of Projects 13 and 14 of the 1200 Main/South Loop Tax Increment Financing Plan (the “Redevelopment Agreement”) entered into by the Tax Increment Financing Commission of Kansas City, Missouri ("Commission") and Redeveloper on August 13, 2008.

Weston Fields, Bryan Cave Law Firm, testified on behalf of this resolution. Jerry Riffle, Lathrop & Gage, and Les Hedman, AMU, were present to answer questions from the committee. This resolution will recognize that Andrews McMeel Universal (AMU) has failed to meet certain employment levels required by the Tax Increment Financing Commission of Kansas City, Missouri (Commission) in connection with the implementation of Projects 13 and 14 of the 1200 Main/South Loop Tax Increment Financing Plan (Plan). It will also approve the revised clawback schedule for Andrews McMeel Universal.

Route 152 and N. Green Hills Road.
