Randy Landes and Tammy Queen, Finance presented this ordinance. In 2011 a Mayors Pension Task Force came up with some recommendations some of which were actually implemented in 2014, since then pension costs have continued to increase due to investment performance, actuarial assumptions and other factors. In 2018 the Mayor appointed a new Pension Task Force to help better manage the pension fund. This ordinance adds a not to exceed amount for consultants, $330.00 hourly not to exceed $145,000 dollars. This ordinance reduces the contingent appropriation by $200,000.00 and appropriates $200,000.00 from the unappropriated fund balance of the general fund to the Mayor’s Pension Task Force.

Authorizing the issuance of General Obligation Bonds, Series 2019A, of the City of Kansas City, Missouri, in a principal amount not to exceed $70,000,000.00; prescribing the form and details of said bonds; providing for the levy and collection of an annual tax for the purpose of paying the principal of and interest on said bonds as they become due; and authorizing certain other documents and actions in connection therewith.

Doug Buehler, Finance Department, presented information on this ordinance that authorizes the issuance of General Obligation Bonds (GO). In April, 2017 voters approved GO authority first issuance which was completed in Spring, 2018 for $41.705 million for projects across all 3 questions. Question 1 (Streets, Bridges, Sidewalks) $34.010 million Question 2 (Flood Control) $11.121 million and Question 3 (Public Buildings, ADA) $15.196 million for a total of $60.327 million Series 2019A, of the City of Kansas City, Missouri, in a principal amount not to exceed $70,000,000.00. In this ordinance there are 4 levies 3 of the 4 levies rates are unchanged, the 4th is the city's debt levy which is to fund General Obligation Bond allocations for Fiscal Year 2019-20 for the General Revenue, Health Levy, General Debt and Interest, and Museum Special Revenue Funds on all property in Kansas City subject to taxation.

Amending Chapter 78, Code of Ordinances, entitled “Water” by repealing Sections 78-6, 78-8, 78-10, 78-11, 78-15.1, 78-16, and 78-27 and enacting in lieu thereof new sections of like number and subject matter, that adjust charges for water service and impose a three percent payment in lieu of taxes upon the City Water Fund’s gross revenues derived from water services to the City’s residential and commercial customers to be paid to the General Fund and charged to residential and commercial customers; enacting a new Section 78-4.1 which establishes units of measurement for volume charges and allows for billing in portions thereof; and establishing an effective date.

Adopting the Annual Budget of the City for the Fiscal Year 2019-20; amending Chapter 68, Code of Ordinances, entitled “Taxation” by repealing Section 68-472; estimating the revenues for the fiscal year; appropriating for the purposes stated the sums set forth in the budget; designating requisitioning authorities; directing the Director of Finance to make the necessary entries upon the City’s records to show the appropriations and allocations provided for; authorizing inter-fund loans; and electing to establish a budget adoption deadline pursuant to Section 805(i) of the City Charter.
