Approving a development plan for an area of approximately 23.14 acres in District M1-5 at 4000 E. 149th Street, for a 426,349 square foot manufacturing, shipping, and distribution warehouse facility. (CD-CPC-2019-00056)

Christopher Hughley, City Planning, provided a presentation on this ordinance. This ordinance approves a development plan for an area of approximately 23.14 acres in District M1-5 at 4000 E. 149th Street, for a 426,349 square foot manufacturing, shipping, and distribution warehouse facility. This property will be located on the SW corner of Botts Rd and 150 Hwy. Patrick Drinan, Economic Development Manager with Niagra Bottling stated that this facility will be the 33rd facility in North America. This facility will house a manufacturing and bottling facility, with initial investment of about 70 million dollars. This includes land acquisition, construction of the facility and machine equipment installed at the property. There will be an initial hire of 50 people with average wages of about $45,000. Mr. Drinan stated that he plans on this operation opening in March of 2020. A digital copy of this presentation can be found in the City Clerk's Office.

Armour; declaring the area blighted and unsanitary and in need of redevelopment and rehabilitation pursuant to the Missouri Planned Industrial Expansion Authority Law; and authorizing tax abatement.

Jamie Hickey, City Planning, provided a presentation on this ordinance. This ordinance approves the Planned Industrial Expansion Authority (PIEA) General Development Plan for the addition to the Second Amended and Restated Armour Gillham PIEA Area an area of approximately 1.91 acres. This is located at 211 W. Armour after declaring the area blighted and unsanitary and in need of redevelopment and rehabilitation, pursuant to the Missouri Planned Industrial Expansion Authority Law while authorizing tax abatement. This is the former American Red Cross building in midtown on the south side of Armour between Central and Wyandotte. The goal is to rehabilitate 67 multi-family units. Jim Potter, Development Initiatives, provided a presentation with blight information. This planning area is located within a continuously distressed census tract, meaning it has been severely distressed for 10 years or more with household income less than 60% or average median income or poverty, or 30% of unemployment greater than 1.5 times the U.S. rate.
