Approving the plat of Benson Place Fifth, an addition in Kansas City, Clay County, Missouri; accepting various easements; establishing grades on public ways; authorizing the Director of Public Works to execute certain agreements; and authorizing the City Clerk to file this ordinance and attached agreement.

Travis Kiefer, Public Works, testified that this ordinance was for the plat of Benson Place 5th. It is an addition that would allow 56 units. He stated that all the grades, easements and right of ways have been checked and approved. Dave Matthews, Jon Lutgen & Associates, was present to represent the developer, There is no opposition to the project.

Edgar Jordan, Reallocation, explained that this resolution was for the transfer of property for less than two third of its value. The ordinance represents the consent from the City. The property is located at 3847 Prospect and it would act as a temporary Police Substation for a Crime Prevention Program.

Larry Stice, City Planning, explained that the vacation was for a small portion of land owned by Glade Tidings Church. The property is located near at 59th St. between Bruce R. Watkins Dr./Chestnut Ave. and Agnes Ave. It would allow further development of the church.

Authorizing execution of a Relocation Services Agreement with the Curators of the University of Missouri for relocation services provided for the Twin Oaks Project.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE, DEBATE"
Edgar Jordan, Relocation,authorizing a relocation services agreement with the Curators of University of Missouri-Kansas City. They reallocation is for tenants of the Twin Oaks project. They would reimburse the City $80,000 for relocation services. The revenue is already estimated in the adopted budget for 2005-2006. The substitution is adding the word "curator" to the reimbursement party "UMKC".
