Accepting the recommendations of the Tax Increment Financing Commission of Kansas City as to the First Amendment to the Judicial Square Tax Increment Financing Plan; approving the First Amendment to the Judicial Square Tax Increment Financing Plan; and directing the City Clerk to transmit copies of this ordinance.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "DO PASS"
Bob Long. EDC, explained that the ordinance before the Committee corrects a legal description in the Judicial Square TIF Plan. It involves a property at 13th and Oak and a surface parking lot. There was no public testimony and no Committee comments.

Authorizing the City Manager to execute a Downtown Housing Financial Assistance Agreement with the Economic Development Corporation of Kansas City, Missouri and the EDC Loan Corporation for the purpose of providing financial assistance in the development of multifamily residential development in downtown Kansas City, Missouri.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE, DEBATE"
Bob Langenkamp, City Planning, explained that the ordinance allows a transfer of funds from the City Planning Department budget to Economic Development Council (EDC) budget. EDC will issue an RFP for new construction, market rate, multifamily housing developments in downtown Kansas City, MO. Peter Edgerton, EDC and a representative from the Downtown Council were present. There was general discussion of the RFP and what the scope should include. Mr. Langenkamp welcomed the Committee's input and agreed to review all suggestions prior to finalizing the language for the RFP with EDC.

 Discussion of economic development priorities for the upcoming strategic planning session. The Committee reviewed a document that list the strategic plan priorities. Councilman Ford stated that he would have to gIve a report in Business Session regarding the goals set and accomplishments of the PZE Committee as it relates to the strategic plan. Each Committee member gave their input as to the goals and accomplishments of the Committee and Councilman Ford and Mayor Pro Tem agreed to relay the Committees comments.
 
 There will be discussion of Council Priorities relating to economic development.
 
 There may be general discussion regarding current Planning, Zoning and Economic Development issues.
 
 The City Clerk's Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver's License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
 
 Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12.
