Accepting the recommendations of the Tax Increment Financing Commission as to the Eighth Amendment to the Winchester Center Tax Increment Financing Plan; approving the Eighth Amendment to the Winchester Center Tax Increment Financing Plan; and directing the City Clerk to send a copy of this ordinance to Jackson County.


NEIGHBORHOOD PLANNING AND DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Heather Brown, Tax Increment Financing (TIF) Commission provided presentation to this ordinance. This ordinance will allow for the TIF Plan to be amended regarding their housing program. This TIF plan was originally approved on December 19, 1991. This TIF Plan saw the construction of the Winchester Data Center, the KMBC studio facilities, Time-Warner Cable facility, USDA data center and the Visions Building. This 8th amendment will eliminate a cap on single family home repair or rehabilitation, allow waiver of the requirement, on a case by case basis, of homeowner being current on property taxes and property insurance. This amendment will require that the TIF Commission Neighborhood and Housing Committee review waiver requests if the project is $30,000 or more. Stacey Lowe, City Planning, spoke to this ordinance. This ordinance will allow for the developer to dedicate a right-of-way along N. Flora Ave and N.E. 106th St, which crosses an existing easement owned by AT&T, since AT&T will not agree to subordinate its existing easement to City right-of-way.

NEIGHBORHOOD PLANNING AND DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Teresa Reynard, Director of Parks and Recreation, spoke to this ordinance. This will support an ongoing program that aims to increase access to opportunities for physical activity and consumption of healthy food. The physical activity programming is provided by KC Parks and Recreation (KCPR), healthy foods will be provided by Truman Medical Center and program effectiveness will be tracked by UMKC. The funding will help these programs at Central Junior High School as well as Northeast Junior High School.

RESOLUTION - Amending the Swope Area Plan for an approximately 16-acre tract of land generally located at 3103 Swope Parkway by changing the recommended land use from commercial to mixed use neighborhood. (CD-CPC-2020-00101).

Zach Nelson, City Planning, provided a presentation to this ordinance. This is a companion resolution to ordinance 200858. This will allow for a total of 155 residential units which is subject to the Boulevard and Parkway Standards. There will be a total of seven buildings with most aligned along Swope Parkway. The development will comprise of 440,000 square feet of total building floor area. There will be a total of 507 parking spaces. Zach Nelson, City Planning, provided a presentation to this ordinance. This is a companion ordinance to resolutiion 200857. This project is in a distressed census tract and the applicant is requesting PIEA tax incentives, which makes the rezoning necessary. This will allow for more flexibility in terms of plat and building standards. It will also allow the applicant to establish the permitted uses for the site as the rezoning will serve as a preliminary plat and development plan. Estimating and appropriating $20,000.00 in the Health Grant Fund and accepting and approving a $20,000.00 grant from the Missouri Department of Health and Senior Services to support efforts that help assure high immunization coverage levels and low incidence of vaccine-preventable diseases within the Kansas City area; and designating requisitioning authority.

Tiffany Wilkinson, Health Department, spoke to this ordinance. This will allow for cost reimbursement for various administrative and other fees with providing and facilitating the flu vaccine to vulnerable groups at outreach clinics and others to fight against influenza and COVID-19.

Amending Committee Substitute for Ordinance No. 200377, As Amended, which established a temporary program to allow for the use of parking lots and greenspace as outdoor dining space for eating and drinking establishments due to the COVID-19 virus, and also allowed for the temporary approval of expansion of premises retail sales-by-drink licenses, by repealing Sections 1, 2 and 6 and enacting in their place new Sections 1, 2 and 6 for the purpose of extending the temporary program until April 19, 2021.

This will be constructed by the Beacon Hill Homeowners who will also be responsible for maintenance as well.

Approving the petition to establish the 9013 State Line Community Improvement District; establishing the 9013 State Line Community Improvement District generally located along State Line Road, north of W. 91st Place and south of W. 89th Street in Kansas City, Jackson County, Missouri; determining the 9013 State Line Community Improvement District to be a blighted area; determining that certain actions are reasonably anticipated to remediate blighting conditions and will serve a public purpose; requiring the annual submission of certain records; and directing the City Clerk to report the creation of the District to the Missouri Department of Economic Development.
