Terry Leeds, Water Services, testified that Ordinances 110880, 110881 and 110882 are easement conveyances. Water Services is building a new wastewater treatment plant at the Fishing River Treatment Plant site and adding disinfection. Kansas City Power and Light will be utilized for primary power and Platte-Clay Electric Cooperative for the backup emergency power. There was no public testimony.

Authorizing the Director of Water Services to enter into a contract with Blue Nile Contractors, Inc., for Small Main Replacement on Plate J-130, 67th Street to 75th Street, Scenic Drive to Blue Ridge Boulevard; and authorizing the expenditure of approximately $1,560,000.00.

Terry Leeds, Water Services, stated that this is a continuation of the small main replacement program from 67th Street to 75th Street and Scenic Drive to Blue Ridge Boulevard. MBE/WBE goals were met. Andy Schively, Water Services answered questions from the committee regarding the small replacement projects. There are approximately 25 projects going into construction. This project is number 19. The program will be completed in 2012. There was no public testimony.

Reducing an appropriation in the Capital Improvements Fund in the amount of $37,500.00; and appropriating that amount to an account in the Capital Improvements Fund for the Rock Island Corridor/Katy Trail Extension project.

Gerald Williams, City Planning and Development, introduced Marlene Nagel, Mid-America Regional Council (MARC), who is heading up efforts with the Rock Island Corridor Coalition. Mr. Williams stated tha this ordinance approves funding that will cover Kansas City, MO's portion of contributions that will go toward planing and legal work related to the acquisition of this corridor which is a former rail corridor that goes through Jackson County as an extension of the KATY Trail. KATY Trail is a statewide trail system. Mr. Williams gave a brief overview of what the system is working on and distributed a handout statubng the request, some background information and use of funds. (A copy of the handout is on file in the City Clerk's Office.) Marlene Nagel, MARC, testified that since 1988, the Kansas City and other communities have been working together as part of the Rock Island Corridor Coalition with the mission of securing this corridor and connecting with the Missouri KATY Trail State Park. Ms. Nagel stated that, in addition, work has proceeded in looking improving public transit in the Kansas City region and the Smart MOve Plan includes the Rock Isliand Corridor as one of the key commuter corridors for public transit in the future. This corridor is seen has an important multi-modal transportation corridor for the Kansas City area. There was no public testimony.

Patrick Klein, Capital Projects, stated that the ordinance allows execution of a contract for design improvements on North Jackson Avenue from Vivion Road to Gladstone. Ms. Klein answered questions from the committee regarding MBE/WBE goals. The goals were set at 13% MBE and 8% WBE and the participation came in at 15% MBE and 9% WBE. There was no public testimony.

Patrick Klein, Capital Projects, testified that this ordinance is a $37,720.00 amendment to a contract with HMTB for design services for street improvements. This project is street improvements on N. Bennington Avenue which involves street widening and sidewalks. There was no public testimony.

Amending Ordinance No. 110520, passed July 14, 2011 by repealing Section 1 and enacting in lieu thereof a new section of like number and subject matter revising the property description for public right of way (N. Brighton Avenue); and directing the City Clerk to record this ordinance in the Recorder's Office of Clay County, Missouri.

Patrick Klein, Capital Projects, testified that this ordinance is a cleanup ordinance. In July, a piece of surplus property was being put up for sale. There were some errors in the property description in the ordinance ordinance to put this through. Hid department has gotten a bid and a very good price on that property. This ordinance corrects the property description. The property is being purchased by the Quik Trip next to it for expansion of Quik Trip for $230,000.00. There was no public testimony.

Reducing and increasing appropriations in the Capital Improvements Fund in the amount of $38,168.18; and authorizing an amendment to an agreement with H. W. Lochner, Inc., for design services.

Patrick Klein, Capital Projects, stated this ordinance authorizes an agreement with Lochner, Inc. for $38,000.00 for design services. It will allow for the completion of inspection, as-builds and condemnation issues. Chad Thompson, Capital Projects, answered questions regarding MBE/WBE goals. The goals for the contract were 15% MBE and 10% MBE. The participation is 15.9% MBE and 9.5% WBE. There was no public testimony.

Estimating and appropriating $3,681,102.00 in the 2011B GO Bond Fund from the anticipated sale of general obligation bonds; declaring the City’s intention to reimburse itself from bond proceeds for bond related expenditures; and recognizing an emergency.

Patrick Klein, Capital Projects, stated that this ordinance the City to estimate and appropriate the last of the GO Bond proceeds in the GO Bonds. The commitment to the Zoo is $2,000,000 for work on the sea lion, tiger and chimp exhibits. The $1,681,102 is being committed to the Chouteau Trafficway Project. It is being used to help the PIAC balance their five year program. Randy Wistoff, Kansas City Zoo, answered questions from the committee regarding zoo projects. There was no public testimony.

Authorizing the Director of Public Works to execute an agreement with the Tax Increment Financing Commission; estimating revenue in the amount of $1,777,558.44 in the Capital Improvements Fund; reducing an appropriation; appropriating $1,800,000.00 from the Unappropriated Fund Balance of the Capital Improvements Fund; and recognizing an emergency.

Greg Rochos, Public Works, stated that this ordinance authorizes the Director of the Public Works Department to enter into an agreement with the Tax Increment Financing Commission (TIF) to transfer money to the City so that more work can be done on the Flintrock flyover. Part of this project is the replacement of two bridges on 76th Street that are in desperate need of replacement. This ordinance allows execution of the agreement with the TIF Commission and allows the project to move forward. This project will be designed and constructed by MoDot and these funds will be shifted over to them for completion of this project. Councilman Scott Wagner testified in support of this ordnance and stated that this money is going to be used by MoDot primarily for land acquisition. There was no public testimony.

Estimating revenue in the amount of $530,130.61; reducing appropriations in the Capital Improvements Fund in the amount of $1,000,000.00; appropriating $1,530,130.61 from the Unappropriated Fund Balance of the Capital Improvements Fund; authorizing a contract with Amino Brothers Co, Inc.; and approving project management costs.


TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE, DEBATE"
Patrick Klein, Capital Projects, stated that this ordinance approves the contract for the Beacon Hill Northwest Project. This contract is with the Amino Brothers Co., Inc. and they have gotten their Missouri Department of Natural Resources (MNDR) approvals. The City has gotten its Section 3 Plan approved. The goals on this project were set by MDNR. Ralph Davis answered questions regarding the MNDRA Grant which is providing a major portion of this funding for this project. Troy Schulte, City Manager, answered questions from the committee regarding a percentage of this contract being contributed to the Youth Employment Program. Mr. Schulte explained that this money taken off the top of the Capital Improvement Plan every year and those funds are given either to youth outreach project or Project Prepare or our internship program. There was no public testimony.

 There may be a general discussion regarding current Transportation and Infrastructure issues. Councilman Reed stated that he has received several calls about the project on 39th Street between Cleveland and Jackson. A number of residents are concerned that this project has not been completed and it has been going on for so long. He asked Mr. Klein for an update and what it the delay on getting it completed. Mr. Klein stated that the 39th Street and Jackson Project is a street reconstruction project under Public Works. He doesn't know anything about the project but will follow up with Public Works and let the committee know what's going on with the project. Troy Schulte stated that they are putting the final layer in the middle of the pavement. They were having some grading issues but it looks like the project will be completed within the next week or so. Greg Rochos, Public Works, told the committee that he will check on the project and update them on when the project will be completed.
