Amending Chapter 76, Code of Ordinances, by repealing Section 76-281, Definitions, and enacting a new section of like number and subject matter, and enacting new Sections 76-289 through 76-291, and a new division, Division Four, Non Consent Tow and Booting, consisting of Sections 76-402 through 76-416.


PUBLIC SAFETY AND NEIGHBORHOODS COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE, DEBATE"
Mike Schumacher, Tow Services, testified on behalf of this ordinance. Much of this ordinance is copied directly from state law and focuses on preserving the rights of parking lot owners to regulate the use of their property and protecting vehicle owners from undesirable business practices. Amending and adding a new section to Chapter 70, Code of Ordinances, by repealing Sections 70-1, 70-273, 70-643 and 70-647 and enacting in lieu thereof new sections of like number and subject matter and adding a new Section 70-274.


PUBLIC SAFETY AND NEIGHBORHOODS COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE, DEBATE"
Mike Schumacher, Tow Services, testified on behalf of this ordinance. A KCPD representative was available to answer questions from the committee. This ordinance addresses three issues. First, changing the advertisement method of vehicles which the city is auctioning from print media to the Internet. Second, this change allows the City Manager to adjust fees associated with Tow Services on days other than the May 1st. The third change requires tow operators who are at the scene of an accident to provide Police with who requested their service. The following person gave testimony: Brian Svensky, Showtime Tow
