Authorizing the Director of Finance to accept the proposal of Banc of America Leasing & Capital, LLC for financing the acquisition of equipment by the Department of Information Technology for the implementation of a Voice Infrastructure Replacement System for the City of Kansas City, Missouri in an aggregate principal amount of $456,087.00; executing any and all documents and agreements necessary for the financing under a Master Lease Purchase Agreement; estimating $456,087.00 and appropriating it in accounts as specifically set forth in the ordinance; appropriating $16,611.00 debt service payments for fiscal year 2004-05; declaring the intent of the City to reimburse itself from the lease purchase proceeds for certain expenditures; authorizing the Director of Finance to close project accounts upon project completion; and designating requisitioning authorities.


FINANCE COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Dan Grandcolas, Finance Department, Larry Ray and Don Etherton, both from the IT Department, testified on behalf of this ordinance. This action is necessary to establish a plan for the replacement of the current voice system over the next 3 to 5 years. This will allow the city to adequately plan for the avoidance of anticipated increase in maintaince costs to the current system.

Estimating revenue in the amount of $600,000.00 and appropriating it in the Public Works Working Capital Fund; reducing appropriations in the amount of $600,000.00 in the General Fund; and reappropriating it in the General Fund, the East Park Fund, and the Motor Fuel Tax Fund.


FINANCE COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Scott Huizenga, Budget Office, testified on behalf of this ordinance. This ordinance will appropriate additional funds to departments that require more fuel funding in order to continue their daily operations. This will also give authority to the Division of Motor Services to purchase the fuel that is needed in order to serve city operations.

Establishing the Series 2005B Sanitary Sewer Revenue Bond Project Fund (Fund No. 8181); estimating bond proceeds in the amount of $15,737,831.00 in the Series 2005B Sanitary Sewer Revenue Bond Project Fund (Fund No. 8181) and appropriating them; estimating revenue in the Sewer Fund (Fund No. 8110) in the amount of $8,319.00 representing accrued interest; designating requisitioning authorities; and authorizing the Director of Finance to close project accounts upon completion.

Amending the name of the 2004C MDNR Sanitary Sewer Loan Project Fund (Fund No 8178), estimating bond proceeds from the sale of Sanitary Sewer System SRF Revenue Bonds, Series 2004H in the amount of $11,011,318.00 and appropriating them; designating requisitioning authorities; and authorizing the Director of Finance to close project accounts upon completion.


FINANCE COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE, DEBATE"
Derek Drysdale, Finance Department, testified on behalf of this ordinance. This ordinance estimates and appropriates bond proceeds from the sale of sanitary sewer system revenue bonds and amends the name of the "MDNR Sanitary Sewer Loan Project Fund" to "2004C MDNR Loan/2004H SRF Bond Fund".
