PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
The ordinance with its companions 121049 and 121054 were discussed together. Larry Stice, City Planning and Aaron March Representative for the developer were present and explained the proposed project at 48th and Belleview. It would expand a building and improve parking, green space and access to a bank. Mr. March indicated that they had spoken with the neighborhood association and have letters of support. The related ordinances would vacate a portion of an ally, amend the Plaza Urban Design and Development Plan and allow rezoning from R-1.5 to District MPD respectively. Erin Roth a Westwood Park resident was present and testified that she and her organization were in support of the proposed use of the building as a bank and happy about the parking improvements and landscaping ideas presented.

Authorizing the Director of the Neighborhoods and Housing Services Department to execute the necessary documents or agreement with the Jazz District Redevelopment Corporation (JDRC) to purchase three properties comprising the Crispus Attucks School and adjoining property generally located on the southeast corner of 18th and Woodland, all in Kansas City, Missouri; appropriating $150,000.00 from the Unappropriated Fund Balance of the HUD Section 108 Loan Fund to be used for the purchase of the properties; and designating requisitioning authority.

John Wood, Housing Department, Councilpersons from the 3rd district were present to testify about the additional funding requested for the Crispus Attucks School. Councilwoman Curls commented that the building is on the National Register of Historic Places and that it was important to preserve the building. Councilman Reed added that there was no immediate development plan but there has been some interest and suggested uses for the property such as a grocery store, community center and affordable housing. He added that it is important to choose carefully and meet the need of the neighborhood.

Appropriating $250,000.00 in Community Development Block Grant funds for the Colonnades Project in Beacon Hill; and authorizing the Director of Neighborhoods and Housing Services to execute a $250,000.00 contract and corresponding loan documents with The Colonnades at Beacon Hill, LP.

Stuart Bullington, Housing Department, explained briefly that the ordinance would appropriate $250,000.00 to complete the Colonnades in Beacon Hill project. There will be rehabilitation of two historic apartment structures and construction of 3 new 6-unit apartment structures. Councilwoman Curls and Councilman Reed stated that the projects were exciting for the 3rd district and long overdue. The district has been in need of additional affordable housing for a long time. There were comments from the committee and Councilman Ford suggested that a presentation be given at a future Business Session regarding progress of the project.

Amending Chapter 18, Article II, Code of Ordinances, by repealing Sections 3201.1.1, 3201.5, 3201.5.1, 3201.5.2, 3201.5.3, 3201.5.4, 3201.6, 3201.7 and 3201.8, and enacting new Sections 3201.1.1 and 3201.1.2 in said chapter and article, and enacting a new Section 18-25 in Article I of Chapter 18, to amend the regulations regarding encroachments.  


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "DO PASS AS A COMMITTEE SUBSTITUTE"
Councilman Johnson, explained that the purpose of the ordinance was to make further changes to Chapter 18 related to encroachments and to address concerns of the ADA with encroachments for restaurants that would limit sidewalk and curb spacing. The Committee agreed to "do Pass" the ordinance to allow time to meet with ADA to make sure that their concerns were adequately addressed.

RESOLUTION - Amending the Plaza Urban Design and Development Plan, for the future development and redevelopment of about 1.1 acres generally located on the east side of Belleview Avenue about 200 feet north of W. 48th Street, to recommend “limited redevelopment with specific guidelines” instead of “limited redevelopment within existing zoning” (225-S-21).
