Stan Harris, Public Works, explained that the ordinance would allow additional modifications to traffice signals throughout the City. The estimated cost is $208,000,00.

RESOLUTION - Authorizing the City Manager to enter into negotiations with the Community Baseball Academy of Kansas City to assume ownership of old Fire Station No. 35 at 5005 Swope Parkway for the purpose of developing a year-round, indoor baseball facility for inner-city youths.


TRANSPORTATION AND INFRASTRUCTURE COMMITTEE recommends "BE ADOPTED"
Rob Reed, City Manager's Office, testified that the ordinance before the Committee would alow support and negotiations with the Community Baseball Academy of Kansas City to assume ownership of the old fire station No 35 at 5005 Swope Parkway for the purpose of developing a year-round indoor baseball facility for inner city youth. Chairman Riley stated that he supports the ordinance and has known the Founder of the CBAKC for years and his contribution to baseball and to Kansas City youth. Councilman Sharp also supports the ordinance and knows the founder of CBAKC and added that he coached his son and mentored many of his son friends. He credits the Founder with training his son for minor league baseball league. Ed Hennessy was also present to speak to questions from the Committee.

Authorizing the Director of Public Works to enter into and execute an agreement with Black & McDonald, not to exceed $4,477,832.00; reducing and appropriating $200,000.00 from the General Fund; estimating revenue in the Motor Fuel Tax Fund; appropriating $200,000.00 to the Street Lighting account; estimating and appropriating revenue in the amount of $766,552.00; authorizing the Director of Public Works to expend $4,477,832.00 for the project and to execute change orders; designating requisitioning authority; and recognizing an emergency.

Authorizing Director of the Water Services Department to enter into a Funding Agreement between the Tax Increment Financing Commission of Kansas City, Missouri and Kansas City, Missouri to expend $650,000.00 from previously appropriated funds for the construction of a water transmission main and related improvements along Shoal Creek Parkway pursuant to the Shoal Creek Parkway Tax Increment Financing Plan; and recognizing an emergency.

Rich Noll, Water Services, stated that the ordinance would approve a funding agreement between the Tax Increment Financing Commission and the City for improvements along Shoal Creek Parkway related to a water transmission main.

Amending Chapter 2, Code of Ordinances, Division 2, Code of Ethics, by enacting a new Section 2-1024, entitled “Municipal Officials and Officers Ethics Commission – Disqualification for Appointment; Prohibition on Political Contributions and Support”.


TRANSPORTATION AND INFRASTRUCTURE COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE, DEBATE"
Galen Beauford, Law Department, explained that there was a substitute submitted for this ordinance that would change portions of Chapter 2, code ordinances division 2, Code of Ethics and enacts a new section that addresses disqualification for appointment, prohibition on political contributions and support.
