Amending Chapter 2 of the Code of Ordinances by repealing Section 2-964, entitled Commission established; membership; officers, and enacting in lieu thereof a new section of like number.


FINANCE, GOVERNANCE & ETHICS COMMITTEE recommends "DO PASS"
Matt Gigliotti, Law Department, explained that this ordinance was created to correct errors to the language of the section in question. Andrew Bracker, City Planning and Development gave the committee some background information on what the duties of the Brownfields Commission were.

Calling for submission to the voters of Kansas City, at a general municipal election to be held on April 3, 2012, a question amending the Charter of Kansas City to increase the mandatory retirement age of municipal judges from age 65 to the age provided by state law for circuit court judges; directing the City Clerk to notify the responsible election authorities of the election; and recognizing this ordinance to be an emergency measure.

Councilman Glover asked that this item be held off the agenda until further notice.

The listing is provided this week for information purposes only There are four items on the Semi-Annual Docket that are being held on the docket by the Finance Committee. Cecilia Abbott, Law Department, will make sure that the committee gets the recommendations from the City Manager as to the disposition of the items.
 
 There may be general discussion(s) on current Finance, Governance & Ethics Committee issues. Randy Landes, Director of Finance, gave the committee an update of the budget process. He talked about the community meeting that was held with neighborhood leaders to explain the process to them and ask for feedback about what they felt were their priorities. He explained the process of the City Manager submitting the proposed budget to the Mayor, along with a transmittal letter outlining his recommendations. He talked about the Mayor submitting his budget, with recommendations to the City for review. He gave the committee a timeline for the completion of the budget process as well. Pursuant to the following subsections in 610.021 of the Revised Statues of Missouri, there may be a closed session to discuss: Legal matters, litigation or privileged communication with attorneys, pursuant to subsection 1; Real Estate, pursuant to subsection 2; Personnel, pursuant to subsection 3 & 13; Sealed bids or proposals, pursuant to subsection 12; Negotiations with employee groups, pursuant to subsection 9. The committee voted 4-0 to go into closed session. Circo was out at the time of the vote. The City Clerk's Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver's License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
