Claude Page,City Development, explained that the ordinance before the committee would allow reimbursement to the City from bond sale proceeds.

Claude Page, City Development, testified regarding Capital Improvements Sale Tax funds in the amount of $40,000 that would be allocated by this ordinance for the Union Hill improvements. There was no public testimony and no questions from the committee.

RESOLUTION - Adopting the Memorandum of Understanding with Local 42, I.A.F.F.


FINANCE AND AUDIT COMMITTEE recommends "IMMEDIATE ADOPTION"
Galen Beaufort, Law Department, testified in regard to the memorandum of understanding for the local 42, IAFF. It stated that many hours of negotiation had gone into creating the MOU in its current form. He believed that all parties involved were satisfied with the comprises and the final MOU. There was some discussion about the reduction of overtime, the pay raise and transfer processes. Councilman Brooks asked if outside consultant or attorney had been used for the negotiations. Mr. Beaufort indicated that outside legal services had been used during this process.

Expressing support for the expenditure of $2.7 million in sales tax funds to rebuild certain roadways in the vicinity of the Police Academy and the Southeast Community Center and the repayment of $153,040.00 to Maplewoods Parkway; appropriating $4,293,040.00 to the Police Academy Roadways, Maplewoods Parkway, Police Academy and Southeast Community Centers accounts in the Capital Improvements Sales Tax Fund; directing the Public Improvements Advisory Committee to include an allocation of $4,293,040.00 in next year’s Capital Improvements Sales Tax City-wide Program; directing the City Manager to identify funds to cover any shortfall in next year’s Capital Improvements Sales Tax City-wide Program resulting from this appropriation; and designating requisitioning authority.
