Authorizing the Director of Health to enter into contracts with area health centers, along with Children's Mercy Hospital, Truman Medical Center, and Swope Ridge Geriatric Center to provide primary health care services for indigent residents in Kansas City, Missouri.


NEIGHBORHOODS AND PUBLIC SAFETY COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Dr. Sarah Martin, Health Department and Kathy Knotts, Truman Medical Center spoke on behalf of this ordinance. This ordinance approves contracts with Swope Parkway Health Center, Samuel U. Rodgers Health Center, Kansas City CARE Clinic, Northland Health Care Access, Swope Ridge Geriatric Center, Children's Mercy Hospital and Truman Medical Centers to continue providing health care services to Kansas City's indigent residents beginning May 1, 2018 through April 30, 2019.

Accepting and approving a twelve-month $937,564.00 contract with the Missouri Department of Health and Senior Services to provide funding for HIV case management services in Kansas City, Missouri.

Frank Thompson, Health Department gave a brief testimony that the purpose of this contract is to ensure that all residents living with HIV, AIDS within the 7 Missouri counties of the Kansas City Transitional Grant Area (Cass, Clay, Clinton, Jackson, Lafayette, Platte, and Ray) receive HIV-related case management services according to the policies, procedures, and standards of practice outlined by the Missouri Department of Health and Senior Services.

Amending Chapter 10, Alcoholic Beverages, by repealing Sections 10-212 and enacting in lieu thereof one new section of like number and subject matter that creates five entertainment districts (18th and Vine, Central Business, Country Club Plaza, Westport Shopping, and Zona Rosa) for exempting retail sales-by-drink licensed businesses from the required minimum distance from a church or school.

 1. An introduction of the Fire Chief, Gary Reece.
 
 Chief Gary Reece, Kansas City Fire Department gave a brief background and introduction of himself, annual emergency calls, Post Traumatic Stress Disorder with in the department. As part of the community outreach, free smoke detectors distributed citizen's in community, training in exit drills and teaching CPR.
 
 2. An update from the Kansas City Police Department.
 
 Deputy Chief Karl Oakman gave an update on the Kansas City Missouri Police Department and Recruitment process.
 
 3. There may be a general discussion regarding current Neighborhoods and Public Safety issues.
 
 4. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12.
 
 The City Clerk`s Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
