Vince Hustead, City Planning and Viirginia Walsh, testified regarding the ordinance. Councilman Nash suggested that the ordinance be held to allow the in district councilpersons to be contacted. Brad Wilkerson a resident near the project is opposed to the project. He added that he believed that there would not be adequate access road for bus and emergency vechicle to turn around.

John Eckardt, City Planning and Patricia Jensen, White Goss,again explained that the ordinance would address the 353 of Hanover Lofts and was companion to the following ordinance 041359. The first ordinance addressed the certificates of completion for the projects at 15 W. 10th Streeet and 1009 Baltimore Ave. respectively. The projects have allowed the removal of blight and the rehabilition of the properties. The result of all of this will be an attraction urban residents.

John Eckardt, City Planning, stated that this ordinance was for the Chamber Lofts. It is located at 25 E. 12th Street. This is another certificate of completion. There are a number of Condo/loft projects in the City and within this 353 plan. This process is allowing the City to take advantage of a borrower market and to havemuch needed improvements done to properties that may have other wise continued to be blighted.

Edgar Jordan, explained that this ordinance would allow the consent to sale for land trust property. There was discussion about the changes in land trust sale of property processing. Edgar Jordan stated that there are certain rules concerning that process that are governed by the State of Missouri and not by the City of Kansas City.
