| Amending Chapter 16 of the Code of General Ordinances of Kansas City, Missouri, entitled "Garbage and Trash", by changing the title to "Materials Recovery and Solid Waste Management" and by enacting two new sections to be added therein and included in Article II, to be known as Section 16.30, entitled "Volume-based collection system and rates, and Section 16.31, entitled "Required components of city refuse collection system", which establish a volume-based trash collection system and a fee therefore in an amount not to exceed One Dollar and Fifty Cents for each trash bag or the equivalent for a period of five (5) years with each dwelling unit qualifying for city-provided refuse collection and disposal to be provided credits for fifty-two trash bags or the equivalent annually without charge; requiring the City's residential refuse collection system to include without additional fees the curbside collection of recyclable materials, drop-off facilities for recyclable materials, compostable yard wastes, and household hazardous wastes, and a program of information and education to encourage waste reduction; submitting these new sections and fee to the qualified electors of Kansas City for their approval or disapproval; establishing a termination date for this ordinance of April 30, 1997; and recognizing this as an emergency measure.
