Brandon Smith and Drew Solomon, Economic Development Corporation (EDC), provided a presentation on this ordinance. This ordinance approves real property tax abatement for improvements on real property located at 4000 E. 149th Street, Kansas City, Missouri, within Enhanced Enterprise Zone 2. This property will house Niagra Bottling Incorporated that will create 149 new full time jobs with an average annual wage of $50,300 creating approximately $7,494,700 in net new payroll. This ordinance will approve real property tax abatement at 100% on improvements made to real property for a 10-year period. The estimated abatement will be $8,239,368.00. This property will house Project Direction, which provides business professional services like real estate development, data analysis, third party logistics and medical IT consulting. This company is looking to establish a corporate headquarters and consolidate diverse operations at the location. Project Direction estimates it will create 330 new full-time jobs in Kansas City, Missouri with an average annual wage of $60,000 creating approximately $19,800,000 in net new payroll. The capital investment is estimated at $20,000,000 real property and $4,000,000 in personal property. This ordinance approves real property tax abatement for improvements on real property located at 13830 Madison Avenue, Kansas City, Missouri, within Enhanced Enterprise Zone 2. This will approve real property abatement at 100% on improvements made to real property for a 20-year period. The estimated abatement will be $11.5 million over 20 years. Steve Rinne and Drew Solomon, Economic Development Corporation (EDC), provided a presentation on this ordinance. This ordinance approves real property tax abatement for improvements on real property located at Botts Road & Missouri 150 Highway, Kansas City, Missouri, within Enhanced Enterprise Zone 2. This location is being sought out by Project Chrysalis, which is a leader in aviation and high-integrity solutions for commercial and military customers around the world. With the anticipation of a 200,000 sq. ft facility the company estimates it will create 253 new full-time jobs in Kansas City, Missouri with an average annual wage of $97,197. The company also covers at least 50% of full-time employees’ health care benefit. The total capital investment is estimated at $29,500,000. This will approve a real property tax abatement at 100% percent on improvements made to real property for a 20 year period. The estimated abatement will be $8.6 million over 20 years. This will amend the plan for the purpose of single family, townhome, two-unit houses and multi-unit houses ( 3 to 8 dwelling units) up to 17.4 units per acre. This will also approve a development plan and preliminary plat to allow for a 194-unit residential development, in 8 buildings with 233 parking spaces. The plan proposes one 36 unit building, one 30 unit building, one 8 unit building and five 24 unit buildings. Construction is scheduled to begin in spring of 2019 and completed in fall of 2020. This ordinance will rezone a 29.04 acre tract of land located at the northeast corner of Cleveland Avenue and E. 43rd Street from District R-2.5 to District R-80. This land primarily consists of four baseball/softball fields with associated parking lots and accessory structure, playgrounds, and large wooded natural areas. The applicant will be working with the Parks and Recreation Department to lease a small portion of the park area in order to construct a 120-foot tall freestanding wireless telecommunication tower. The purpose of rezoning is intended to allow the use of a freestanding wireless communication tower, which are only permitted in the R-80 zoning district. This ordinance amends Chapter 88, Zoning and Development Code, by adding a new section to be known as Section 88-505-12, Public Engagement, to codify expectations as it relates to public engagement for certain types of development projects and provide for a delayed effective date. This ordinance will set a timeline and benchmarks for engaging neighborhood groups/civic organizations, set expectations for facilitating a conversation between parties, not necessarily consensus and eliminate confusion of requesting continuances. Bob Long, Economic Development Corporation, provided the presentation on this ordinance. This ordinance accepts the recommendations of the Tax Increment Financing Commission as to the Seventeenth Amendment to the 22nd and Main Tax Increment Financing Plan while approving the amendment. The amendment will modify the sources and uses of funds in the plan relating to the Lyric Theater portion of (Project C) the plan as well as reflect the current contemplated financing. This project is a $95 million dollar project, nine story residential building that will be located above a 3-story parking garage. This amendment will provide for construction of 400 new parking spaces and 250 new residential apartment units (including 60 micro units, 165 one-bedroom units and 25 two bedroom units). There will be a ground floor lobby/reception space, an active living room/gaming area and a fitness center. There will also be modifications to the budget of redevelopment project costs as it relates to the additional improvements, modifications to the sources and uses of funds, the site plan, redevelopment schedule, inclusion of construction information, etc. A digital copy of this presentation can be found in the City Clerk's Office.
