Jamie Matney, Health Department, provided a presentation to this ordinance. This grant period is from September 30, 2019 to September 29, 2020. This award has been secured by City staff as part of efforts to build a comprehensive housing and support services program. This grant will bring employment assistance services to the current Transitional Housing Program funded by HOPWA and Ryan White Part A, as well as homeless or otherwise unstably housed persons. RESOLUTION - Directing the City Manager to establish a Community Engagement Initiative that utilizes Community Engagement Liaisons to assist neighborhoods with strategic coordination of services and programs to address problem properties.

Councilwoman Parks-Shaw provided a presentation to this ordinance. Deletta Dean , Neighborhoods and Housing, also spoke to this ordinance. In this ordinance the City Manager will research and develop a solutions-based strategy to deal with nuisance violations and other blight issues to maintain affordable housing and livable neighborhoods. This plan will include the development of a Community Engagement Initiative via a pilot program within 3rd, 5th and 6th districts, a fiscal note and options based on various numbers of liaisons. This will strengthen neighborhoods, improve livability, improve property values, improve the housing stock, provide greater access to city resources to abate blighting conditions and reduce the number of code cases. This ordinance will strengthen public health agencies that endorse health systems in Missouri by providing funding to local public health agencies that promote their role as community leaders in performing core public health functions. This will include assessment, policy development planning, assurance and environmental health planning control and surveillance.
