Brad Wolf, City Planning and Development, gave the staff report on the Ordinance. This Ordinance would allow for the Poage-Arnold Residence to be included in the Kansas City Register of Historic Places.

Accepting the recommendations of the Tax Increment Financing Commission as to the Eleventh Amendment to the Eleventh Street Corridor Tax Increment Financing Plan; approving the Eleventh Amendment to the Eleventh Street Corridor Tax Increment Financing Plan; and directing the City Clerk to transmit copies of this ordinance.

Bob Long, EDC, gave a report on the Ordinance. The proposed revised Eleventh Amendment of the 11th Street Corridor Tax Increment Financing Plan provides for: (1) modifications to the Budget of Redevelopment Project Costs related to the Crossroads Academy expansion; and (2) modifications to the Budget of Reimbursable Project Costs related to the Crossroads Academy expansion. Councilwoman Jan Marcason also testified on behalf of the Ordinance. She congratulated Crossroads Academy on their success. She expressed her support of the school in all that they have accomplished. There was a request to Advance this Ordinance to be heard at the next Legislative Session of the City Council.

Authorizing the Director of the City Development Department to execute a $100,089.20 fifth contract amendment to a contract with Tetra Tech, Inc. for environmental services related to the 63rd & Prospect Redevelopment Project.

This amendment is to assist in the evironmental remediation of the 63rd & Prospect Redevelopment Project and to prepare the Project area for redevelopment. The contract provides environmental assessment and remedial design services for the 63rd & Prospect Redevelopment Project. This amendment is to provide oversight of the final remediation.

Authorizing condemnation and taking of a billboard and ancillary rights on the Southeast corner of 20th and Main; receiving evidence of a blighted, substandard and insanitary area; making a determination that the area is blighted, substandard and insanitary; authorizing continued negotiations by the Public Works Department; consenting to the filing of the petition for condemnation by the City Attorney on behalf of the City; providing for the payment of just compensation therefore; and authorizing the City Clerk to cause this ordinance to be recorded in the office of the Recorder of Deeds for Kansas City, Jackson County, Missouri.

Ted Anderson, Law Department, gave an overview of what took place at the April 2nd meeting of this Committee regarding this Ordinance. Private property, in the form of the billboard and ancillary interests, including those interests expressed in the Easement Rights granted in Doc. 2007E0113421 recorded in Jackson County, Missouri, must be condemned in fee simple for the public purpose of clearing blight in Kansas City, Jackson County, Missouri.
