Authorizing the condemnation and taking of private properties in fee simple for public use for Street Improvement Project No. 89008009 22nd - 23rd Street Connecter, in the vicinity of 22nd and 23rd Street, from Brooklyn Avenue to Chestnut Avenue, in Kansas City, Jackson County, Missouri; providing for the payment of just compensation therefore; authorizing continued negotiations and purchase by the Director of the Public Works Department; authorizing the filing of the petition for condemnation by the City Attorney on behalf of the City; and directing the City Clerk to record this ordinance in the office of the Recorder of Deeds for Jackson County.

Sherri McIntyre, Director, Public Works, testified that this Ordinance would allow conversion of existing pedestrian activated yellow flasher to a Pedestrian Hybrid Beacon to improve pedestrian safety at the midblock crossing. Accessible Pedestrian Signals and curb ramps will be installed as needed to meet ADA/PROWAG/MUTCD guidelines. Adding communication between traffic signals will reduce traffic delay and fuel consumption.

Authorizing the Director of Public Works to enter into a Bridge Structure Relinquishment and License Agreement with the Missouri Highways and Transportation Commission (MHTC) for the purpose of transferring ownership and maintenance of certain bridges from the MHTC to the City.

Sherri McIntyre, Director, Public Works, testified that the selected streetcar alignment crosses 2 structures owned by the MHTC. In order to facilitate installation of the infrastructure necessary to operate the streetcar, MoDOT has agreed to relinquish ownership and grant an airspace license for these structures to Kansas City.

Amending Chapter 76, Vehicles for Hire, by revising five sections pertaining to the definition of a taximeter, qualifications of a vehicle permit, qualifications of an applicant, rates, and use of a taximeter to more clearly define and better regulate the industry and take out requirements of a written and oral exam to coincide with all other sections of the ordinance.

Authorizing a contract with Radmacher Brothers Excavating Company, Inc. for approximately $4,980,000.00 for Project No. 89005536, Rehabilitation of Bridge S096B11048, Roadway Widening and Intersection Improvements at Blue Parkway and Eastwood Trafficway; reducing an appropriation in the amount of $186,000.00 in the Capital Improvements Fund; appropriating that amount to the Blue Parkway and Eastwood Trafficway account; estimating and appropriating revenue in the amount of $3,394,300.00 in the Capital Improvements Fund; authorizing a maximum expenditure of $5,216,904.83 without additional City Council approval; and recognizing this ordinance as having an accelerated effective date.

The project includes the rehabilitation of an existing bridge; intersection improvements and widening roadway and intersection of Blue Parkway and Eastwood Trafficway as a roadway with improved vertical site distance, curb, gutters, upgraded lighting, sidewalks, upgraded signal and a partially enclosed storm water system.
