PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE, DEBATE"
City Planning and Development addressed the Committee. The Valentine neighborhood in their continued effort to stabilize their neighborhood have proposed additional neighborhood downzoning of 50 parcels. The area proposed to be downzoned is physically bounded by Valentine Road on the south, the west side of Pennsylvania Avenue north to and including 3526 Pennsylvania Avenue, the east side of Jefferson Street north to and including 3523 Jefferson Street, and the west side of Jefferson Street north to and including 3600 Jefferson Street.   The predominant land use within this area is single family residential with some duplexes. The existing residential zoning is R-5 which allows for single-family houses, attached house, townhouse, duplexes, and “multi-unit houses” of up to 8 units, subject to lot area requirements. In an effort to restrict the future development of new duplexes and multifamily structures, as well as the conversion of existing structures to additional units, the Valentine Neighborhood Association is requesting a “downzoning” of their neighborhood.

Chairman Ford suggested this Ordinance be moved to the Consent Agenda. Afterwhich, Larry Stice testiied. His testimony simply showed the Committee exactly where the stret name changes would be using a pictoral visual aid. The Committee did ask questions regarding this Ordinance.

RESOLUTION - Directing the City Manager to prepare and propose to the City Council an amendment of the UR zone and development plan for the commercial properties surrounding the Antioch Mall site.

Diane Binckley, City Planning and Development testified on behalf of this Resolution. Ms. Binckley's testimony gave a background and reasoning for the Resolution. Councilman Wagner further expounded on the background of the Resolution.

Authorizing the City Manager to execute the Eleventh Amendment to the Master Development Agreement with Kansas City Live, LLC, which provides for financial incentives and changes to parking obligations required for construction of approximately 300 residential units in the KC Live entertainment area; and authorizing the City Manager to execute the Second Amendment to City Parking Easement and Agreement.

The purpose of the Committee Substitute was discussed amongst the Committee. Bob Langenkamp, City Manager's Office, introduced Nick Benjamin of Kordish and John McGurke of the Mayor's Office. Mr. Langenkamp explained that in the original Plan for KC Live there was an agreement for residential development to which the City has not provided. This Ordinance authorizes the City Manager to move forward with the residential portion of this overall project. There was much public testimony on the issue.

Authorizing the City Manager to execute a Development Agreement with Project Apple, LLC, that authorizes the issuance of Chapter 100 bonds in connection with an economic development effort; and expressing the Council’s support for a waiver to the City’s Chapter 100 Policy related to maximum abatement periods and minimum PILOT levels.

There was discussion regarding the purpose of the Committee Substitute. Kerrie Tyndall, City Manager's Office, and Pete Fullerton, CEO of Economic Development Corporation testified to this Ordinance. During their testimony Ms. Tyndall spoke about the financial benefits that would come to the City when Project Apple relocates to Kansas City Missouri from Johnson County Kansas. Mr. Fullerton testified to the significance of this project. There were questions asked and comments made by the Committee

Stuart Bullington, Assistant Housing Director, was called upon to testify to this Ordinance. His testimony expounded upon the Model Block Plan. There were several questions regarding Mr. Bullington's testimony.

There was no public testimony on this Ordinance. Chairman Ford requested the Ordinance be held for 2 weeks.
 
 There will be discussion of Economic Development Priorities. There may be general discussion regarding current Planning, Zoning and Economic Development issues. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (1) legal matters, litigation, or privileged communications with attorneys, pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12. The City Clerk's Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver's License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned
