Accepting the recommendations of the Tax Increment Financing Commission as to the denial of the Truman Road Tax Increment Financing Plan.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "DO PASS"
Bob Long, EDC, gave the staff report on the Ordinance. The proposed Truman Road TIF Plan was intended to stimulate and facilitate private investment in redevelopment activities that would meet the shopping, dining and entertainment needs of residents and commuters along the Truman Road corridor. Despite more than two years of effort to attract private investment, no serious redevelopment inquiries have been received. The proponents of the proposed Truman Road TIF Plan, the Truman Road Corridor Association and the Truman Road Community Improvement District, withdrew their TIF Plan application in March 2014. At its April 9, 2014 meeting, the TIF Commission closed the Public Hearing and voted to disapprove the proposed Truman Road TIF Plan.

Approving an Industrial Development Plan for DST Systems, Inc. for the purpose of the expansion, renovation, improvement and equipping of an office industry consisting of a computer operation at the DST Systems, Inc. Data Center located at 7201 E. 64th Court; authorizing and approving various agreements for the purpose of setting forth covenants, agreements and obligations of the City and DST Systems, Inc.; authorizing the issuance of taxable industrial revenue bonds in a maximum aggregate principal amount not to exceed $110,000,000.00; authorizing and approving certain other documents; and authorizing certain other actions in connection with the issuance of said bonds.

Kerrie Tyndall, City Manager's Office, gave the staff report on the Ordinance. The project involves the expanding, renovating, improving and equipping a computer office facility that is currently located in Kansas City, Missouri, which currently employs 124 individuals at an average wage of approximately $72,730. There are no new jobs generated by this project. The proposed expansion involves the addition of approximately 25,000 s.f. of new office floor space at the existing facility for relocation of backup electrical and generator equipment and the replacement of existing data processing equipment over the next six years. The total expansion and equipment is expected to be fully operational by spring of 2015. This ordinance will approve a Plan for Industrial Development under Chapter 100; authorize the City to issue taxable Industrial Revenue Bonds in an amount not to exceed $110 million and approve and execute various documents with DST Systems, Inc. in connection with the issuance of said bonds relating to this project.

Councilman Wagner and Kimiko Gilmore, City Manager's Office, gave the staff report on the Resolution. It was noted that this is companion legislation with Ordinance 140287. Councilman Wagner recapped the presentation given at the last meeting. Ms. Gilmore dicussed the purpose of Urban Agriculture Zones as well as several scenarios regarding how the Urban Agriculture Zones could be utilized.
