Authorizing execution of a Cooperative Agreement with the Missouri Department of Natural Resources for acceptance of a $20,000.00 Federal Historic Preservation Fund Grant; estimating revenue in the amount of $20,000.00; appropriating said sum to the Town of Kansas Management Plan account of the General Fund; and directing the City Clerk to file certain documents with the appropriate offices.

Elizabeth Rosin, City Development stated the ordinance will accept a grant from Missouri Department of Natural Resources in the amount of $20,000.00. The grant will continue implementation of the Town of Kansas Archaeological Site Management Plan in preparation for the development of an urban archaeological park. Committee recommended approval of the ordinance.

Authorizing execution of four separate amendments to the cooperative agreements, collectively increasing the total amount by $109,463.36 for a new collective amount of $1,141,083.47, and a Cost Sharing Agreement, in the total amount of $135,046.77, with the Missouri Highway and Transportation Commission for the purpose of providing certain funds for construction and enhancements for Bruce R. Watkins Drive; and directing the City Clerk to file said amendments with the appropriate offices.

John Tangeman, Housing Community Development., stated the ordinance would authorize an amendment to four existing cost sharing agreements between the City and Missouri Department of Transportation. The total cost for the amendments are $109,463.00 Councilmember Bacchus ask for an update regarding the bridge situation. A committee substitute was submitted. Committee recommended approval of the ordinance.

RESOLUTION - Expressing the intent of the Council to require payments in lieu of taxes ("PILOTS") in all development plans requesting tax abatement under Chapter 353, RSMo, except for low income housing projects.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "HOLD OFF AGENDA"
Councilmember Ford stated he wants to see what the council's present policy is regarding Payment In Lieu of Taxes (PILOTS). The Council has never passed a resolution specifically addressing this issue and it has never been the city's policy to not waive PILOTS on commercial buildings. He has asked staff to prepare a review of all the "353 projects" with the city's history. He also stated that it is the role of the council to set policy. Mayor Cleaver stated if the city is not careful damage will be done to those areas that need help the most. Everything needs to be done to help bring in development east of Troost and on the west side. The resolution is a statement coming from the Council that could be discouraging to those who are hoping to get into the central city, who will need full tax abatement. He reiterated that PILOTS needs to be done on a "project by project" basis. Mr. Ford responded, that when PILOTS are done on a "project by project" basis there is no focus for the council to look at. Richard Tolbert, gave his opinion opposing the resolution. Committee recommended to hold resolution off the agenda.
