Ashley Winchell, City Planning and Development, gave the staff report on the Ordinance. The application proposed vacating three plats as follows: Green Valley Acres: This plat was recorded in 1953 prior to annexation by the City of Kansas City, MO. The plat created six lots, each approximately 18,000 square feet. The plat also recorded a private north/south road that is approximately 208 feet long which connects to E 87th Street. The lots are on the north side of E 87th Street and the lots front that street. Jackson Hills: This plat was recorded in 1955 prior to annexation by the City of Kansas City, MO. The plat created 38 lots, each approximately 11,000 square feet. The plat created the north/south street of Drury Avenue which connect to E 87th Street. The plat also created E 86th Street, an east/west street, and Drury Court, a north/south street ending in a cul-de-sac. The plat abuts Green Valley Acres at the southwest corner. Lugeanbeal’s Addition: This plat was recorded in 1952 prior to annexation by the City of Kansas City, MO. The plat created four lots, each approximately 15,000 square feet. The plat recorded a private north/south drive which connects to E 87th Street. The four lots front the private drive. Vacating the plats will vacate the streets created through the plats, remove the underlying lots and leave the land unplatted. The land can then be platted to allow for the Oxford on the Blue development. There are existing utilities within the rights-of-way. The water department has asked to retain an easement until future development takes place. At that time the easement may be vacated through the easement vacation process.

Olofu Agbaji, City Planning and Development, gave the staff report on the Ordinance. The applicant has requested approval of a Council Approved Signage Plan, on about 53 acres generally located at the northeast corner of Missouri Route 152 and N. Green Hills Road, pursuant to Chapter 88-445-11 to allow for a unified signage plan. On April 1, 2014, the City Plan Commission granted an extension to the current approved major site plan allowing for about 400,000 square feet of office, retail and commercial development on 11 lots and two tracts with 1,198 parking spaces to be constructed in three phases.

Olofu Agbaji, City Planning and Development, gave the staff report on the Ordinance. It was noted that this is a companion to Resolution 170175. This was a request to rezone the 3.5 acre tract of land from District R-7.5 (Residential dash 7.5) to District B3-2 (Community Business dash 2). The City is in the process of building a new north patrol division along I-29 by KCI. Upon completion of the new station the city would like to market the existing building once the existing station becomes vacant. The current R-7.5 zoning allows for public and civic uses and large scale assembly subject to Special Use Permit. This rezoning will make the property marketable and will be a more appropriate zoning for the location.

PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "DO PASS AS A COMMITTEE SUBSTITUTE"
Ashley Winchell, City Planning and Development, gave the staff report on the Ordinance. The application proposes rezoning the UR portion of the subject site to R-6 and removing that portion of the site from the UR plan for North Oak Village, a development plan portraying a two sstory 39,500 square foot student center for the Midwestern Baptist Theological Seminary, and a final plat creating a 5.7 acre lot. The rest of the seminary campus is zoned R-6. the rezoning is supported by the area plan recommendation. College/University uses in R-6 with ccupancies greater than 500 persons require a special use permit. The development plan will serve as both the preliminary plat and the special use permit. The proposed final plat will create a 5.7 acre lot on which the student center will be constructed. The proposed plan portrays a 39,500 square foot student center that is sited at an angle with the entrance facing the southeast corner of the lot. Midwest Seminary Drive wraps around the south and east sides of the site. An access drive is proposed with a curb cut on the south and east property lines. The access drive leads to the main entrance and a small 13-stall parking lot to the east of the building. There is a service drive on the north side of the building which leads to 3 parking spaces and a delivery area. A sidewalk is proposed along the south and east property lines. The sidewalk will also provide connections to existing parking lots on the campus. Marked brick crosswalks are provided when sidewalks are crossing vehicular use areas.

PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Olofu Agbaji, City Planning and Development, gave the staff report on the Ordinance. The building is proposed to be constructed of EIFS accented with manufactured stone with aluminum storefront windows. The development plan shows wall signs on the east and south elevations. Because the site sits higher than the public streets and slopes about 16 feet downwards to the southwest corner, the plan shows a retaining wall (more than 17 feet tall along the south and west property line). The plan does not show any details about the material of the wall, the structural calculations and the treatment at the top of the wall. The plan should be revised to include the proposed material for the retaining walls and how it ties in with the proposed building elevations. Staff recommends that a detailed cross section of the proposed retaining wall, including structural data be submitted as part of the Building Permit. A protest petition was submitted for this Ordinance. The submission was less than 5%. However the requirement is 35% opposition.
