Virginia Walsh, City Planning, explained that the ordinance would approve the preliminary plat of the Carlton Plaza Condominiums. It basically approves the renovation of a building that is at 4740 Roanoke Parkway it is a rental property this conversion will allow it to change to “for sale” units.

Virginia Walsh, testified regarding a project near View High Dr and Meers Rd. It is a 700 seat church and it's expansion and parking which would be in two phases. The applicant is asking for an amendment that would give a wavier/cooperative agreement to allow the left hand turn and the road improvement at a later date. City Plan Commission recommend that the improvement be done now. The applicant Mr. Jim Brown has indicated that they would make the improvements in the third phase or ten years. Travis Kiefer, Public Works, explained that the layout of the road currently would pose a safety issue. Councilman Fairfield express a concern that the City would become responsible for the unimproved left turn. A substitute was submitted that would allow improvement to the existing left turn that would be acceptable to all. The additional changes and improvements would be address with the final plat.

Vince Hurstead, City Planning, testified that the ordinance was for the preliminary plat of Platte Purchase Plaza 21.68 acres of land near N. Platte Purchase Drive and NW Barry Road. The developer has been talking with neighborhood leaders, residents as well as members of the school board and they believe that they have come up with conditions that would be acceptable for all the parties. The ordinance is related to resolution

Vince Hurstead, City Development, explained that this ordinance ask that a wavier be given for a plat for Bethel AME Church it is near 71 hwy and 34th St. The committee agreed that the church had been an asset to the community and it was the pleasure of the committee to approve the ordinance so that the church could continue the good work that they had begun.

Virginia Walsh, City Planning, gave a staff report on both related ordinances 041273 and 041274 sub. She explained the location of the property in question. She further explained that the first ordinance 041273 was for the rezoning from R-1a to R-3. It would allow a single family lot and addition parking for the adjoining retail shopes. There was some opposition. Some resident think that the addition of parking would adversely affect the value of there properties. However staff supports the project. Councilman Fairfield, asked what had been done to come to a compromise for the residents concerns of landscaping, lighting, traffic flow and there was also a concern about erosion cause by stormwater run off. Mr. Stone, Polsinnelli, representative for the owner stated that the substitute will address the concerns of the residents. He added that neighbors had a study done and there were no violations found. There was clarification of the conditions added to come to a compromise. Stating that a stormwater study will be done and if a problem is present the owner agrees to correct the problem. The committee agreed to hold the item. Citizens and the owner of Maya's restraurant were present and testified about the companion ordinances. The owner of Maya's was present and presented a petition for the addition parking. He believed that he had the general consent of the neighbors.
