Approving various Traffic Regulations in compliance with Chapter 70 of the Code of Ordinances.


TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "DO PASS"
Jeff Martin and Wei Sun, Public Works, testified that this ordinance would approve Traffic Regulations Numbers 63236 through 63258, 63259 through 63268, 63269 through 63291, 63292 through 63319, 63320 through 63345, 63346 through 63376, 63377 through 63435, 63436 through 63475, inclusive. Traffic Regulation Number 63469 has been removed by the Director of Public Works in accordance with the City Code. These traffic regulations have been published and tested for a ninety day period in accordance with Sections 70-38 (b) and (c) of the Traffic Code. This Ordinance will make these Regulations permanent. A list of the Regulations, the streets affected by the Regulations and the dates the signs or signals were installed, removed and changed is attached. All damaged signs and post are sent to a recycle facility. Public Works reuse old undamaged posts to install new signs. The department purchase new traffic sign supplies manufactured from recycled materials. There are speed limit changes included in this package.

Authorizing a change order with Comanche Construction, Inc. in the amount of $256,927.85 for the Broadway Boulevard Bridge over 30th Street Improvements project; and recognizing this ordinance as having an accelerated effective date.


TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Jeff Martin, Public Works, testified that this ordinance would authorize a change order with Comanche Construction Inc. in the amount of $256,927.85 for the Broadway Boulevard Bridge over 30th Street Improvements project. The project includes replacement of Broadway Boulevard Bridge over 30th Street including the rehabilitation of the existing bridge, widening of the street, addition of a sidewalk and storm sewer improvements. This project will improve safety, traffic flow and storm flow in the project area. Ordinance 150863 authorized a $1,789,646.30 contract with Comanche Construction Inc. for improvements to the Broadway Boulevard Bridge over 30th Street. The notice to proceed for this construction was issued on January 15, 2016. There were no previous change orders for this project. The current $256,927.85 change order includes adjustments to the storm sewer to avoid an unmarked water transition main and fills the sink hole voids with flowable fill. It also includes additional bridge deck repairs, additional Parks and Recreation requested improvements and adjusts the contract to its final quantities/finalizes the contract. Funding for this change order is from project account 17-3090-898037-B-89005561 and AL-3433-898034-B-89005561.

Estimating revenue and appropriating $74,127.48 in the Capital Improvements Fund for tree wells in the Historic West Bottoms and for signal inspection and testing along NW 88th St. and North Platte Purchase; designating requisitioning authority; and recognizing this ordinance as having an accelerated effective date.


TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE, DEBATE"
Jeff Martin, Public Works, testified that this ordinance would estimate and appropriate revenue of $74,127.48 to specific project accounts. In 2016, Bridging the Gap was given PIAC funds to plant trees in Kansas City. Public Works assisted them with this by utilizing the sidewalk repair contract to remove portions of sidewalk in order to create tree wells. Bridging the Gap paid the City $13,250.00 for this work thus an appropriation is needed in 3090- 898011-611060-89060463 to cover the contract costs. The Tax Increment Financing (TIF) Commission works with Public Works in order to complete infrastructure improvement projects funded with TIF funds. Earlier this year Public Works agreed to perform the inspection and material testing on the NW 88th St and North Platte Purchase signal roadway widening project. $60,877.48 was paid to the City for Public Works to cover staff time needed to complete this work. An appropriation is needed in 3090-898042-611060-89020366 to cover staff time expense. The substitute clarifies the locations and the funding sources.

Estimating revenue in the amount of $750,000.00 in the Capital Improvements Fund; appropriating that amount to the North Troost Trail Englewood to Vivion Road and Vivion Road YMCA Stabilization accounts; designating the Director of Parks and Recreation as requisitioning authority, and recognizing this ordinance as having an accelerated effective date.


TRANSPORTATION & INFRASTRUCTURE COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Richard Allen, Parks and Recreation, testified that this ordinance would estimate and appropriate revenue for construction for the North Troost Trail and Vivion Road YMCA Stabilization from the N Oak TIF. Some funding comes from the Public Improvements Advisory Committee for both projects, but the additional funds from the TIF Commission will supplement this funding.

Councilman Scott Wagner, Mayor Pro-Tem, testified that this resolution would express the City Council’s commitment and support for a comprehensive plan to ensure that capital improvements maximize neighborhood livability, safety, and economic development in Kansas City; and direct the City Manager to develop and implement the plan.
