Directing the City Manager to implement in the City’s housing programs the Energy Star for New Homes guidelines to be applied to all new and gut rehabilitation residential construction projects up to three stories; and to the fullest extent practicable, implement Energy Star strategies in existing owner-occupied homes receiving service through the City’s Minor Home Repair and Weatherization Programs, thereby reducing the burden of energy cost on low and moderate income homeowners of the City.

Tom Neff, City Planning and Development Department presented the ordinance and answered questions about the Energy Star program. Jim Rice, Northland Neighborhoods, testified in favor of the ordinance.

Authorizing the Director of Neighborhood and Community Services to enter into contracts with Northland Neighborhoods Inc., Blue Hills Community Services, and Ivanhoe Neighborhood Council to provide home repair activities from Community Development Block Grant funds.

Authorizing the Director of City Development to execute a contract with Neighborhood Housing Services of Kansas City, Inc. in the amount of $2,500,000.00 for the purpose of administering a second mortgage loan down payment assistance program for the City of Kansas City, Missouri; amending the 2007-2011 Consolidated Plan and 2008-2009 One Year Action Plan; and appropriating funds in the amount of $2,500,000.00 from the Unappropriated Fund Balance of the Fund 2940 to the 09-2940-645315-B Account.

Shirley Winn and Coleman McClain, Housing Division, testified on the ordinance. Craig Wolf, Neighborhood Housing Services answered the committee's questions about NHS experience and ability to administer the program.

 Staff presentations on Housing Programs and the HOME Grant Allocation.
 
 Doug Bossert, City Planning and Development provided a presentation and handouts on the various housing programs administered through the city's Housing Division. Following the presentation, he answered the committee's questions about the agencies and the programs. Lois Christian, Housing Division, provided a presentation on the Home Investment Partnership Program (HOME funds).
 
 There may be a closed session pursuant to Section 610.021(1) and (2) RSMo to discuss legal or real estate matters.
