Approving real property tax abatement for improvements on real property located at 2110 Grand within Enhanced Enterprise Zone 1 Kansas City, Missouri, and directing the City Clerk to provide a copy of this Ordinance to the Director of the Missouri Department of Economic Development.

Brandon Smith, EDC of Kansas City, made the presentation on this ordinance. This ordinance request to approve real property tax abatement for improvements on real property located at 2110 Grand within Enhanced Enterprise Zone 1 Kansas City, Missouri. Brad Sandt, MENLO/K12ITC, asks to add an additional 74 employees to the already existing 43 employees. The EEZ Board recommends 70% real property tax abatement on improvements made to real property for 15-year period. The EDC Staff agrees with this recommendation with estimated abatement at $947,218.

Acknowledging that the 23-year statutory period for the capture of tax increment allocation financing within the Projects 1, 2, 21, 26, 27, and 31 of the Summit Tax Increment Financing Plan has expired; terminating the designation of Projects 1, 2, 21, 26, 27, and 31 of the Plan as redevelopment projects; and directing the City Clerk to send copies of this ordinance to Jackson County.

Heather Brown, Economic Development Corporation of Kansas City, made the presentation on this ordinance. The ordinance acknowledges that the 23-year statutory period for the capture of tax increment allocation financing within the Projects 1, 2, 21, 26, 27, and 31 of the Summit Tax Increment Financing Plan has expired. This terminates the designation of Projects 1, 2, 21, 26, 27, and 31 of the Plan as redevelopment projects.

PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
This ordinance rezones an area of approximately 22 acres generally bounded by W. 52nd Street on the north, Summit Street on the east, W. 55th Street on the south, and Belleview Avenue on the west from District R-6 to District R-10. Patricia Noll, City Planning, made the presentation on this ordinance requesting rezoning to establish a zoning classification that is more reflective of the existing land use and lot sizes. This would preserve the character of the neighborhood and ensure compatible lot sizes in the event of future redevelopment. The City Planning commission recommended approval on November 20th 2018. Dan Coffey, Secretary of Loose Park Homes Association, stated that 57 members of the home association have all been notified of the rezoning and are in agreement.

Amending Chapter 88, Zoning and Development Code, through revisions, clarifications, and other administrative changes throughout the chapter in accordance with the Zoning and Development Code periodic review. (CD-CPC-2018-00136)


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Patricia Nole, City Planning, made the presentation on this ordinance. This ordinance requests to amend Chapter 88, Zoning and Development Code, through revisions, clarifications, and other administrative changes throughout the chapter in accordance with the Zoning and Development Code periodic review. It also regulates outdoor storage to eliminate the statement that metal facades are restricted to interior buildings but then to state that metal façades could include architectural metal panels if approved in conjunction with the development plan and/or project plans. This request is recommended by The City Planning Commission on November 20th 2018.

Patricia Nole, City Planning, made the presentation on this ordinance. This ordinance requests rezoning of approximately 97.7 acres generally located on the north side of N.E. 104th Street, 2,150 feet east of Missouri Highway 291, from Districts R-7.5 and R-80 to District R-7.5. This ordinance also recommends approval of the preliminary plat, approved by city planning commission, to create 208 single family lots on this simple rezoning.

Chris Huey, City Planning, made the presentation on this ordinance. This ordinance request rezoning of the already standing former Lyric Opera building. This would remove 2/3rds of the existing building, the rear and north side of building, while keeping the remainder of the building. Rezoning a 0.87 acre tract of land generally located 222 W. 11th Street, at the northeast corner of Central Street and W. 11th Street, from District DC-15 (Downtown Core 15) to District UR (Urban Redevelopment), and approving a preliminary development plan for the same.

Approving an amendment to a previously approved development plan in District MPD on approximately 19 acres generally located at the southeast corner of Highway 169 and N.W. 96th Street, to allow for the modification to Phase IV, by changing the uses from commercial to residential.

Bob Long, Economic Development Corporation of Kansas City, made the presentation on this ordinance. This ordinance requests the approval of the 12th Amendment to the Plaza Steppes Chapter 353 Development Plan submitted by 47th & Jefferson Redevelopment Corporation for the redevelopment of an area generally bounded by 46th Street on the north, Jefferson Street on the east, 47th Street on the south, and Summit Street on the west, all in Kansas City, Jackson County, Missouri, and singularly known as Stage 2b. This authorizes the execution of a Twelfth Supplementary Contract to the existing development contract in connection with the foregoing. There is a 75% abatement for a 10-year plan and 37.5% abatement for a 1-year plan.

Approving the Petition to establish the Truman Plaza Community Improvement District; establishing the Truman Plaza Community Improvement District generally located on the north and south sides of Truman Road, commencing on the south side of Truman Road with Highland Lot 8 and continuing east along Truman Road to Winchester Avenue and continuing west along Truman Road to White Avenue in Kansas City, Jackson County, Missouri; and directing the City Clerk to report the creation of the District to the Missouri Department of Economic Development. ***Truman Plaza CID will be held until a hearing is first held in Business Session.***

- Councilman Taylor stated that this purposed ordinance has been withdrawn by the applicant and will be held off the agenda. This ordinance approves the petition to establish the Truman Plaza Community Improvement District. The Truman Plaza Community Improvement District is generally located on the north and south sides of Truman Road, commencing on the south side of Truman Road with Highland Lot 8 and continuing east along Truman Road to Winchester Avenue and continuing west along Truman Road to White Avenue in Kansas City, Jackson County, Missouri.
 
 1. There may be general discussion regarding current Planning, Zoning and Economic Development issues.
 
 2. Pursuant to the following subsections of Section 610.021 of the Revised Statutes (1) legal matters, litigation, or privileged communications with attorneys of Missouri, there may be a closed session to discuss: pursuant to subsection 1; (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids or proposals, pursuant to subsection 12.
