Authorizing the Director of Health to enter into contracts with area health centers, along with Children's Mercy Hospital and Truman Medical Center to provide primary care for indigent residents in Kansas City, Missouri and declaring an emergency.

Clyde Bolten, Health Department, explained that the ordinance would allow for health care services to indigent residents of Kansas City, MO. He added that there is considerable need for health care services for the uninsured and the underinsured in Kansas City, Mo. Through this ordinance there will be contracts with several provides, Swope Parkway Health Center, Cabot Westside, KC Free, Northland Health Care Access Heath Centers, Children's Mercy Hospital . Truman Medical Center and Samuel Rodgers.

Estimating revenue in the amount of $50,000.00 and appropriating it in the Police Grants Fund for suspicious activity reporting.


PUBLIC SAFETY AND NEIGHBORHOODS COMMITTEE recommends "DO PASS AS A COMMITTEE SUBSTITUTE"
Daryl ?, KCPD,testified that the ordinance would appropriate $185,414 to the Police Grants Fund. The funds are a Federal Grant awarded to KCPD for the purpose of enhancing protection around critical areas and infrastructure and defer threats and incidents of terrorism aimed at those facilities through use of computerized facial recognition techniques.

Approving contracts with various agencies in the total amount of $1,418,674 for projects and events from the Neighborhood Tourist and Development Fund.


PUBLIC SAFETY AND NEIGHBORHOODS COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
David Park, NCS, stated that the ordinances approves contracts with various agencies in the amount of $1,418,674 for projects and events from the Neighborhood Tourist and Development Fund. He said that some projects or events may not be funding at their original requested amount but that would be determined by the Council at a later date.

 Amending Chapter 48, Code of Ordinances, by repealing Sections 48-65, 48-69, 48-70, and 48-71, and enacting in lieu thereof new sections of like number and subject matter to revise right of entry procedures for abatement actions and to authorize the issuance of warrants to enter property for the purpose of abatement.


PUBLIC SAFETY AND NEIGHBORHOODS COMMITTEE recommends "HOLD ON AGENDA (5/28/2008)"
David Park, NCS, explained that the ordinance would allow for "warrant to remove vehicles" on private property. It stated that this was an effort to sure up the right of entry and removal for inspectors and to insure the rights of property owners. There was brief discussion about specifics dealing with removal of vehicles and property owners rights. The Committee recommended that the ordinance be held for one week and that Mr. Park address specifics at that time.
 
 The 3rd Wednesday Council District Crime Report given by the KC Police Department. There may be general discussion of current Public Safety and Neighborhoods Committee issues. There may be Closed Sessions to discuss a Real Estate Transaction pursuant to RSMo. 610.021(2) and a Legal Matter pursuant to RSMo. 610.021(1).
