Estimating revenue in the General, Health Levy, Convention & Tourism, and Water Funds; reducing appropriations in the General Fund; increasing appropriations in the General, Museum, Park Maintenance, Boulevard Maintenance, Trafficway Maintenance, Health Levy, Convention & Tourism, Community Centers, General Debt & Interest, Water, Sewer, and Richards-Gebaur/KC Southern Railway Funds; and recognizing an emergency.


FINANCE AND AUDIT COMMITTEE recommends "HOLD ON AGENDA (4/16/2008)"
Troy Schulte, Budget Officer, testified that this ordinance was for housekeeping purposes only. It would transfer funds across various accounts to bring them into balance for the fiscal year ending 2008. Councilman Russ Johnson asked that departments listed in the handout showing that they had gone over budget to appear before the committee to explain the reasons for the overages. This item was held one additional week to give departments in question a chance to appear before the committee to address those concerns.

RESOLUTION - Directing the City Manager to develop a plan to address staff transitions and outplacement, necessitated by the FY2009 Budget.


FINANCE AND AUDIT COMMITTEE recommends "IMMEDIATE ADOPTION AS A COMMITTEE SUBSTITUTE"
Councilwoman Gottstein explained the reason for the resolution. She wanted to make sure that those employees whose positions were to be cut out of the 2009 budget were given enough notice and be assisted with information that would help them to move forward. She asked that there be a plan in place by the end of July, 2008. Councilwoman Hermann stated that she thought that July was too long for employees being cut from the budget to wait to find out what the plan for them would be. She suggested that the City Manager and the Director of Human Resources come back to the committee with some type of plan by May 15th. Gary O'Bannon, Human Resources Director, stated that all employees should be notified by the end of June and supplied with information about the layoffs. Councilwoman Hermann stated that she wanted a report from staff by the middle of May, even just to say that all of the process has not be fully worked out but we do have this portion completed. She wanted an update on what would be in place by the May 15th date. Mr. O'Bannon said that he would have some type of information ready to give to the committee by May 15th.

 Monthly Financial Report (budgetary basis) for the period ended February 29, 2008. Mary Temple, City Controller, gave the financial report for the period ended February 29, 2008 and stated that the information being reported was running parallel to information reported by the Budget Office. Because the information being presented is based on prior financial activity a true picture of what is happening currently with the financial state of the City would never be available. The activity is always in the past. There will be an "Audit Report RFP - Document Management" discussion. Cedric Rowan, General Services, explained what was needed in way of working to issuing an RFP for copiers for city departments. Working with the recommendations of an audit performed by the City Auditor's Office, the intent was to establish a committee that could work up guidelines to be used in the future when requesting bids for services or equipment for the city. There may be general discussion(s) on current Finance and Audit Committee issues. The Finance and Audit Committee may hold a Closed Session pursuant to Sections 610.021 (1), (2), (3), or (12) RSMo to discuss legal matters, real estate, personnel or sealed proposals.
