Accepting and approving a $443,672.00 contract amendment with Healthcare Strategies Initiative (HSI dba Lackland) to provide insurance continuation services for eligible Ryan White clients who are in case management.

Clyde Bolton, Health Department, explained the purpose of this ordinance. No public testimony. This ordinance will authorize an amendment to a contract with the Healthcare Strategic Initiatives (HSI) to administer the Kansas City HIV/AIDS Transitional Grant Area (KC-TGA) insurance premium assistance program. The insurance premium assistance program provides financial assistance to income eligible individuals living with HIV to maintain continuity of health insurance. The contract amendment amount of $443,672.00 is for the period of January 1, 2009 to February 28, 2010.

PUBLIC SAFETY AND NEIGHBORHOODS COMMITTEE recommends "DO PASS"
David Park, Neighborhood and Community Services, testified on behalf of the ordinance. Mr. Park also discussed reasons why an event was denied funding. Deletta Dean, Neighborhood and Community Services, explained the criteria for selecting events for funding. Ta'Wana Woodward, Neighborhood and Community Services, explained the processing of applications submitted for NTDF funding. Mr. Park, Ms. Dean and Ms. Woodard answered questions from the committee regarding policy and the processing of applications. Bishop Mark Tolbert testified in support of the ordinance and commented on difficulty completing the application even with help from Neighborhood and Community Services staff. Dan White, American Civil Liberties Union, asked about the City funding an event that may include religious activities. This ordinance will approve contracts with various agencies in the total amount of $150,674.00 for events and projects from the Neighborhood Tourist Development Fund (NTDF).
