Approving a $112,070.00 Amendment No. 3 with Taliaferro and Browne, Inc. for Contract No. 053, Project No. 81000597, CID Storm Sewers Phase I; authorizing the Director of Water Services to expend $112,070.00 for this amendment; and authorizing the Director of Finance to return unexpended appropriations to the appropriate account.


TRANSPORTATION AND INFRASTRUCTURE COMMITTEE recommends "DO PASS"
Bernardo Garcia, Water Services, explained that the ordinance would allow a contract amendment with Taliaferro and Browne for the construction of a storm sewer. He stated that the company meets wbe/mbe goals and the project is deemed good for the city. The project will improve storm sewer capacity and support revitalization of existing buildings and infill. This could potentially bring revenue, jobs and services to the city.

Authorizing a five year office Lease Agreement between the City and Cherokee Distribution Services, Inc. at the Kansas City Downtown Airport.


TRANSPORTATION AND INFRASTRUCTURE COMMITTEE recommends "DO PASS"
Mark Van Loh, Aviation, stated that the ordinance before the committee would allow a lease with Cherokee Distribution Services at the Charles B. Wheeler Downtown Airport. the lease would be for a term of five years ending February 2015. The lease call for a rental rate of $15.97 per square foot which equals $9,709.76 annually.
 
 PUBLIC WORKS - STAN HARRIS

Authorizing an increase to the contingency of a contract with Haines & Associates Construction Co. Inc. for Project No. 89003566, NE 39th Street & Prather Road Sanitary Sewer in the amount of $22,000.00; and authorizing the City Manager to expend $22,000.00 for the project.


TRANSPORTATION AND INFRASTRUCTURE COMMITTEE recommends "DO PASS"
Stan Harris, Public Works, explained that this ordinance would increase the contingency for a contract with Haines and Associated Construction Co. Inc. It relates to a project near NE 39th Street and Prather Road for sanitary sewer. The additional funds are needed due to excavation and boring through rock at the site.

Appropriating $1,950,000.00 from the Unappropriated Fund Balance of the Capital Improvements Fund to fund projects in the Third and Fifth Council Districts; and designating requisitioning authority.

Stan Harris, Public Works, testified that this ordinance would allow funds to be moved from various departments to specific projects that include arterial streets, storm systems to reduce erosion, curbs, guttering and sidewalks.

Amending Ordinance 080248 by repealing Section 4 and enacting a new section to authorize the Director of Public Works to execute a public infrastructure cooperative agreement with Lee's Summit, Missouri for the design of street improvements; and designating requisitioning authority.

Stan Harris, Public Works, testified that this ordinance would allow the creation of a cooperative agreement with Lee's Summit. The agreement would improve a section of Lee's Summit road from Gregory to Lee's Summit City limits

Reducing appropriations in the Bridge Rehabilitation contingency account of the Capital Improvements Fund in the amount of $2,299,223.61; appropriating $2,299,223.61 to Project NO. 890B8054 Red Bridge Road Improvement Phase I from Holmes Road to Blue River; authorizing the City Manager to enter into a Cooperative Agreement with Kansas City Power & Light Company in the amount of $2,299,223.61; stating the Mayor and City Council’s intention to repay the Bridge Rehabilitation Contingency account with recommended funds in the FY 2010-11 Capital Improvements Program; and authorizing the City Manager to expend $2,299,223.61 for the Cooperative Agreement.

Stan Harris, Public Works, stated that the ordinance would allow improvements to Red Bridge Road, Holmes Rd. to Blue River Rd. Additionally Kansas City Power and Light will relocate power lines that will in turn improve the look of the bridge rehabilitation. Councilman Sharp was present to testify regarding the project which is located in the six council district.

Estimating and appropriating $775,751.48 in the General Fund; authorizing the Director of General Services to enter into a $5,983,585.00 contract with Johnson Controls for energy conservation measures in various City buildings; authorizing the Director of General Services to expend up to $6,000,000.00 for the Energy Conservation Project #1 and authorizing the Director of Finance to return unexpended appropriations to the appropriate account.

Authorizing the Director of Water Services Department to enter into a $1,578,000.00 contract with SAK Construction, LLC for Contract No. 1009, Project No. 81000582, Line Creek Sewer Rehabilitation, a Transform Missouri American Recovery and Reinvestment Act Project; authorizing the Director of Water Services to expend $1,735,800.00; authorizing the Director of Finance to return unexpended appropriations to the appropriate account; and recognizing an emergency.


TRANSPORTATION AND INFRASTRUCTURE COMMITTEE recommends "ADVANCE AND DO PASS AS A COMMITTEE SUBSTITUTE, DEBATE"
Bernardo Garcia, Water Services, stated that this ordinance would allow the allocation of Transform Missouri American Recovery and Reinvestment Act funds set forth to improve infrastructure such as interceptor sewers, reinforce concrete pipe and appurtenances. The committee was glad to see stimulis funds at work in Kansas City and surrounding areas. The funds related to this project will be used priorally in the second council district.

Condemning and taking property rights on private properties for the construction and maintenance of Line Creek Trail, in Kansas City, Platte County, Missouri; providing for the payment of just compensation; authorizing continued negotiations by the Capital Improvement Management Office; and authorizing the City Clerk to record this ordinance in the Office of the Platte County Recorder.


TRANSPORTATION AND INFRASTRUCTURE COMMITTEE recommends "DO PASS"
Stan Harris, Public Works, testified reagarding this ordinance that would allow condemning and taking property rights on privated properties for the construction and maintenance of Line Creek Trail in Platte County, Mo. pedestrian easements.
 
 1. There may be general discussion regarding current Transportation and Infrastructure issues.
 
 2. Pursuant to the following subsections of Section 610.021 of the Revised Statutes of Missouri, there may be a closed session to discuss: (2) real estate, pursuant to subsection 2; (3) personnel, pursuant to subsection 3 and 13; and/or (4) sealed bids and related documents, until the bids are opened; and sealed proposals and related documents or any documents related to a negotiated contract until a contract is executed, or all proposals are rejected, pursuant to subsection 12.
