Mark VanLoh, Aviation Department, testified on behalf of this ordinance. This ordinance will authorize an agreement for a new Airfield Lighting Control and Monitoring System. In addition, drainage provisions will be installed to alleviate water intrusion into the underground portions of the airfield lighting system.

Enacting a new Section 68.476, Code of Ordinances, entitled Sales tax light rail to enact new sales taxes totaling 3/8% to be devoted to a light rail system to extend for 25 years beginning April 1, 2009; providing for submission of this ordinance to the qualified voters of the City for their approval at a special election called for Tuesday, November 4, 2008; authorizing and directing the City Clerk to notify the responsible election authorities of this election; authorizing and directing the City Clerk to notify the Missouri Director of Revenue if the proposal is approved by the voters; and recognizing this ordinance to be an emergency measure.

The proceeds of the tax will be devoted to a light rail system in Kansas City.

RESOLUTION - Expressing the Councils intentions for a light rail starter line should voters approve the enactment of a new 3/8-cent light rail sales tax on November 4, 2008.


TRANSPORTATION AND INFRASTRUCTURE COMMITTEE recommends "BE ADOPTED AS A COMMITTEE SUBSTITUTE"
This Resolution spells out the City Council's intentions for the planning and development of a light rail transit system, including coordination with regional transit systems and additional local bus services. In the event that voters in Kansas City approve a new 3/8-cent sales tax for a light rail starter line.
