John Eckardt, City Planning and Development, gave the staff report on the Resolution. It was noted that this is a companion to Ordinance 150834. Of the 4.6 acre site, about two acres are in open space. The grass open space includes most of the area north of the parking structure or Building B. Due to the topographic relief, there are retaining walls on the north side of the site, adjacent to E 38th Street, and the east side of the site, adjacent to Hyde Park. City owned Hyde Park is between the school site and Gillham Road. Also within Hyde Park and appearing to be associated with the Westport Junior High is a boulevard-like pedestrian entrance, extending from a cul-de-sac on E 38th Street on the north and the west entrance of the school on the south. There is relatively strong topographic relief on the site. The elevation of the intersection of E 39th and Warwick Boulevard is 924. The elevation of the intersection of E 38th Street and Gillham Road is 892. This is the reason for the need of the retaining wall. The wall at its highest is about 10 feet high.

Ashley Winchell, City Planning and Development, gave the staff report on the Ordinance. It was noted that this is a companion to Ordinances 150836 and 150837. Right-of-way for Hughes Road is present from NE Lindman Avenue to the Kansas City/Birmingham City Limits to the north. The extension of Hughes Road north of the City Limits line appears to be a private street. It is unclear if Hughes Road at this point was ever a public road – aerial images show a clearing where Hughes Road is shown on city mapping. The entire stretch of Hughes Road is unbuilt. The applicant requests the vacation of this entire right-of-way to allow for future development. The property owner received the required consents and utility comment sheets for the vacation of this right-of-way. ATT has requested that any facilities that require relocation to be reimbursable by Hunt Midwest. The vacation of this right-of-way will not affect traffic as the street is not constructed.

Ashley Winchell, City Planning and Development, gave the staff report on the Ordinance. It was noted that this is a companion to Ordinances 150835 and 150837. Hilton’s Addition was recorded in Clay County in 1888. The plat established 123 lots, six rights-of-way, and a cemetery. Currently, one of the lots is developed with a single family home and the rest of the lots are undeveloped. The cemetery is owned by Clay County. Rights-of-way exist for three of the six rights-of-way – it is unclear if the three other rights-of-way were never dedicated or were vacated. The portion of the plat to be vacated extends from platted Liberty Street on the east, Gulley Street on the west, Fine Street to the north and Willow Street to the south. The vacation of the plat excludes the existing house, cemetery and remainder of the plat to the west. The vacation a portion of this plat would vacate the rights-of-way and would remove the underlying lots leaving the land unplatted. The vacation of a plat will not affect traffic as the streets are not constructed and the land is undeveloped. The property owner received the required consents and utility comment sheets for the vacation of this plat. ATT has requested that any facilities that require relocation to be reimbursable by Hunt Midwest.

Ashley Winchell, City Planning and Development, gave the staff report on the Ordinance. It was noted that this is a companion to Ordinances 150835 and 150836. The proposed Hunt Midwest Business Park 5th Plat realigns NE Parvin Road to the north to avoid the City Limits of the Village of Birmingham. In this location NE Parvin Road is unconstructed. The realignment of NE Parvin Road will leave behind a triangular portion of right-of-way. The vacation of this portion of right-of-way will not affect traffic circulation or access as this portion of right-of-way is unconstructed nor will this vacation effect the future connection of NE Parvin Road. The property owner received the required consents and utility comment sheets for the vacation of this right-of-way. ATT has requested that any facilities that require relocation to be reimbursable by Hunt Midwest. The vacation of this right-of-way will not affect traffic as the street is not constructed.

RESOLUTION - Directing the City Manager to identify funding in an amount of $2,052,000.00 for improvements to Parade Park; authorizing an application to the Missouri Development Finance Board for the preliminary authorization of state tax credits in the amount not to exceed $4,000,000.00 to support the Urban Youth Baseball Academy project; and authorizing the Director of Economic Development to execute a tax credit agreement with the Missouri Development Finance Board in connection with the tax credits.


PLANNING, ZONING & ECONOMIC DEVELOPMENT COMMITTEE recommends "IMMEDIATE ADOPTION"
Kerrie Tyndall, Office of Economic Development, gave the staff report on the Resolution. Councilman Reed also testified in support of the project. The Missouri Development Finance Board (the "Board") pursuant to RSMo 100.286.6 is authorized to grant tax credits equal to 50% on the value of any eligible contribution to the Board by any taxpayer. Tax credit allocations are awarded through a competitive application process which occurs two times annually in September and April. Tax credits help to attract charitable contributions to assist with the funding of certain publicly beneficial projects, or provide cash equity to fund projects. Applicants must be a political subdivision, and this resolution provides support for the City to submit an application on behalf of the Kansas City Urban Youth Academy, to assist them in fund raising capital contributions to fund Phase II of their project. The total estimated cost of the project is approximately $14 million dollars comprised of two Phases. The first phase is estimated at $6.5 million dollars and the second phase is estimated at $7.5 million dollars. To fund Phase I, Major League Baseball/the Royals has committed $2M, the State of Missouri has committed $2M, the MLB Player's Association has committed $1M and through this resolution the City of Kansas City is being asked to identify $2.052 M in funding as part of this public private partnership. This resolution also authorizes the City to enter into various agreements with the Board in connection with any awarded tax credits for the project.
