Approving the Petition to establish the Villages Community Improvement District; establishing the Villages Community Improvement District generally located along N.E. 82nd Terrace between Shoal Creek Parkway on the west and N. Flintlock Road on the east and north to Missouri Highway 152 at N. Booth Avenue in Kansas City, Clay County, Missouri; and directing the City Clerk to report the creation of the District to the Missouri Department of Economic Development.

Chairman Ford reminded the Committee of the presentation given during the December 18, 2014 Business Session. David Frantze, Leonard Street, was available to answer questions. Councilman Wagner was also present in support of the Ordinance.

Olofu Agbaji, CIty Planning and Development, gave the staff report on the Ordinance. It was noted that this is a companion to Ordinande 141074. The applicant proposes to construct a 4,500 square foot carwash facility with 28 parking spaces. The plan also shows a canopy on the south side of the building over the parking spaces. Access to the site is proposed via two driveways on NE 91st Street.

RESOLUTION - Approving an amendment to the Oak Park South Area Plan by amending the Proposed Land Use Plan and Map for an area of approximately .80 acres generally located on the north side of Emmanuel Cleaver II Boulevard, between Forest Avenue and Tracy Avenue, to recommend retail commercial uses instead of low density residential uses. (219-S-17)

Olofu Agbaji, City Planning and Development, gave the staff report on the Resolution. It was noted that this is a companion to Ordinance 141086. Councilman Reed gave testimony in support of the project. The Oak Park South Area plan references the Plaza Plan recommendations of redevelopment to higher density residential, retail or office uses for the area from Brush Creek to Emmanuel Cleaver II Boulevard along Forest Avenue and Tracy Avenue.

Amending Chapter 88, the Zoning and Development Code, by adding a new subsection 88-445-14.B.5(j), to allow for the addition of an electronic, digital or other changeable copy display to an existing non-conforming outdoor advertising sign if approved by the City Council as part of a settlement of a condemnation action.

Maggie Moran, City Attorney's Office, gave a brief staff report on the Ordinance. She expained that this Ordinance was introduced by Councilman Glover in order to move forward with a settlement dealing with a billboard at 20th and Main.

 The Committee did vote to go into Closed Session to discuss Legal Matters and Real Estatte Matters.

Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
