Approving and authorizing the discharge of the special tax bills and waiver of the resulting liens on the real property commonly known as 1826 Forest Avenue.


FINANCE AND GOVERNANCE COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Erica Bryce, Wheatly Provident Hospital, gave the staff report for this ordinance.This ordinance approves and authorizes the discharge of the special tax bills and waiver of the resulting liens on the property located at 1826 Forest Avenue, the potential resources to be used includes: new market tax credit, historic tax credit, tax abatements and opportunity zone. This is an effort to connect development from the crossroads to the Vine Street District.

Authorizing a contract with Gunter Construction for $1,464,269.50 for the replacement of the current fueling station at the Municipal Service Center at 5300 Municipal Avenue; and recognizing this ordinance as having an accelerated effective date.

Eric Bosch, City Architect, gave the staff report for this ordinance .This ordinance authorizes a contract with Gunter Construction,for the replacement of the current fueling station located at the Municipal Service Center at 5300 Municipal Avenue.

Authorizing the Manager of Procurement Services to execute a Contract and Purchase Order for $3,166,437.00 with STT Enviro Corporation Systems & Solutions for replacement of twelve existing lime slakers and associated equipment at the Water Treatment Plant; authorizing the expenditure of funds; and authorizing amendments to the Contract and Purchase Order.

Tom Crowley, STT Corporation, gave the report for this ordinance. This ordinance authorizes the Manager of Procurement Services to execute a contract and purchase with STT Enviro Corporation Systems & Solutions for replacement of twelve existing lime slakers. The current ones ones are over 20 years old and since this are critical pieces of equipment for the water treatment plan in Kansas City.

Authorizing an amendment to a $400,000.00 contract with TranSystems Corporation and an amendment to a $400,000.00 contract with Wilson & Company, Inc., Engineers & Architects Foreign Corporation, to add $200,000.00 to each for the purpose of additional on-call engineering services for land development review; and recognizing this ordinance as having an accelerated effective date.

This ordinance authorizes an amendment to a $400,000.00 contract with TranSystems Corporation and an amendment to a $400,000.00 contract with Wilson & Company, Inc., Engineers & Architects Foreign Corporation.

Calling for submission to the qualified voters of Kansas City, at the general election to be held on April 2, 2019, a question authorizing the enactment of a three-eighth percent economic development sales tax for 10 years as proposed by an initiative petition; enacting the sales tax contingent upon voter approval; directing the City Clerk to provide notice of the election; directing the City Clerk to provide notice to the Director of Revenue if the sales tax question is passed by the voters; and recognizing an accelerated effective date.


FINANCE AND GOVERNANCE COMMITTEE recommends "DO PASS AS A COMMITTEE SUBSTITUTE"
Councilman Wagner, opened the topic for discussion. This ordinance calls the for submission to the qualified voters of Kansas City, at the general election to be held on April 2, 2019. It also questions the authorization of the enactment of a three-eighth percent economic development sales tax for 10 years as proposed by an initiative petition that seeks to provide quality Pre-K programs to all children's in the City to ensure students start school ready also making the K-12 system stronger.

 The City Clerk`s Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
