This ordinance is needed in preparation for the operations o the new City Council standing committees. The general code of ordinances sets out the order of succession for the acting mayor when the mayor is unavailable or unable to serve. The ordinance continues the current order of succession but uses the names of the committees that will be used beginning May 1.

Amending Section 2-1611 Code of Ordinances, entitled “Authority, investment committee”, and Section 2-1990(j), Code of Ordinances, entitled “Debt policy – Retention of consultants and other related parties” by reflecting the reorganization of Council standing committees for the term of office beginning May 1, 2011 by replacing references to the Finance and Audit Committee.

This ordinance is preparation for the operations of new City Council standing committees. There are references to the Finance and Audit committee in the ordinances addressing the City's investment committee and its debt policy. This ordinance will replace those references with a generic description of the standing committee dealing with investment and debt matters. This will mean no matter the name of the committee in the future, the committee dealing with these specific matters will be covered.
