Calling an election on August 8, 2017, for the purpose of submitting to the voters of Kansas City a question presented by a committee of petitioners through an initiative petition amending Chapter 64, Article XIV, Code of Ordinances, by enacting a new Section 64-81, prohibiting the City from planning for or implementing any fixed rail transit system or expansion of the Downtown Street Car Transit System without first putting the matter to a vote; enacting the new Code section contingent upon voter approval; directing the City Clerk to notify the responsible election authorities on or before May 30, 2017; and recognizing this ordinance as having an accelerated effective date because it calls an election.


ETHICS AND LEGAL REVIEW COMMITTEE recommends "DO PASS"
Sarah Baxter, Law Department, testified that this ordinance would prevent the City from updating, extending, or making any expansion to the streetcar, or any fixed rail, without voter approval. The legalities of this ordinance were discussed in closed session.

Calling an election on August 8, 2017, for the purpose of submitting to the voters of Kansas City a question presented by a committee of petitioners through an initiative petition enacting two sales taxes totaling three-eighths cent for 25 years each for the extension of the streetcar system, including a fleet of electric buses; enacting the new sales tax code section contingent upon voter approval; directing the City Clerk to notify the responsible election authorities on or before May 30, 2017; and recognizing this ordinance as having an accelerated effective date because it calls an election.


ETHICS AND LEGAL REVIEW COMMITTEE recommends "DO PASS"
Sarah Baxter, Law Department, testified that this ordinance is in response to a streetcar initiative petition. Upon voter approval, two twenty-five year sales taxes would be enacted to fund extensions to the streetcar system. A member of the committee of the petitioners was notified of the hearing on the ordinance. The legalities of this ordinance were discussed in closed session.

 The City Clerk`s Office now has equipment for the hearing impaired for use with every meeting. To check out the equipment please see the secretary for each committee. Be prepared to leave your Driver`s License or State issued Identification Card with the secretary and she will give you the equipment. Upon returning the equipment your license will be returned.
