Amending Chapter 80, Code of Ordinances, by repealing Section 80-444, Off-street parking, generally, and enacting in lieu thereof a new section of like number and subject matter modifying parking requirements for retail and restaurant uses located in the “Crossroads” area, generally bounded on the north by Truman Road, on the east by Troost Avenue, on the south by the Kansas City Terminal Railway tracks, and on the west by Broadway between Truman Road and Southwest Boulevard and by Interstate 35 between Southwest Boulevard and the Kansas City Terminal Railway tracks.

Approving the First Amendment to the General Development Plan for the Washington 23 Area by expanding the area to include an area of approximately 2 acres generally located on the east side of Broadway between the Kansas City Terminal Railway on the south and 21st Street on the north; declaring the additional area of approximately 2.0 acres to be a blighted and insanitary area in need of redevelopment and rehabilitation pursuant to the Planned Industrial Expansion Authority law; finding the First Amendment to be in compliance with Sections 100.300-100.620, RSMo; and approving the ad valorem tax benefits therefore.

Dan Baguna, Finance Department, testified in opposition to the ordinance recommending that abatement not be increased because it would probably increase the cost of condominiums in the area. Al Figuly, PIEA, testified on behalf of the ordinance about terms of the abatement. Suzy Erin, Washington 23 Association and Crossroads , testified on behalf of the ordinance. This ordinance will allow rehabilitation of three existing buildings for residential and commercial uses and construction of new surface parking.
