Upon Roll Call the following members were present:

Condemning and taking private properties in fee simple, storm drainage and temporary construction easements for the construction and maintenance of N. Bennington Avenue, in Kansas City, Clay County, Missouri; providing for the payment of just compensation; authorizing continued negotiations by the Capital Projects Office; and authorizing the City Clerk to record this ordinance in the Office of the Recorder of Deeds for Clay County.


TRANSPORTATION AND INFRASTRUCTURE COMMITTEE recommends "ADVANCE AND DO PASS, CONSENT"
Pat Klein and Ralph Davis, Capital Improvements Office, were both present to testify on the ordinance explaining that it would condemnation in the event that several land owners near a project near N. Bennington do not agree to terms. There have been several public meetings, letters and face to face meetings with landowners and all but two have agreed to terms. One homeowner has hired an attorney and the City is negotiating. Mr. Klein is hopeful that final agreements will end soon and in the meantime the project can still move forward.

Authorizing the Director of General Services to execute a one year contract with The Mail Company doing business as Strahm Automation and Mailing Services to manage and provide mail services in a City Hall location; authorizing the Director of General Services to expend $319,583.00 from previously appropriated funds and authorizing the Director to exercise the City’s four one year renewal options without City Council approval with such funds appropriated in the City’s annual budget.

Cedric Smith, General Services, explained that the ordinance would allow a one year contract for mail room services with four one year renewals.

RESOLUTION - Directing the City Manager to cause specific projects to be submitted to the Mid-America Regional Council (MARC) as applications for FY 2013 and 2014 Surface Transportation Program (STP) and Bridge Replacement and Rehabilitation (Bridge) funds.
