Authorizing an Interim Rental Car Bus Services Agreement with KCI RACs, LLC at the Kansas City International Airport.


AVIATION COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Phil Brown, Deputy Director of Aviation, stated that this ordinance would allow KCI to enter into an agreement with RAC for on-airport bus service until the new rental car facility is completed. This contract should not run longer than February, 2007.

Authorizing Concession Agreements with nine rental car companies for consolidated rental car facilities at Kansas City International Airport; authorizing like agreements with additional rental car companies; and authorizing amendments to the agreements.


AVIATION COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Phil Brown, Deputy Director of Aviation, stated that this ordinance was regarding an agreement with car rental companies for a 10 year term with an option of an additional 10 year term starting in 2007. The lease agreement would raise the airport's percertage of receipts from 9 to 10 percent.

Authorizing Facilities and Ground Lease Agreements with nine rental car companies for the consolidated rental car facilities at Kansas City International Airport; authorizing like agreements with additional rental car companies; and authorizing amendments to the agreements.


AVIATION COMMITTEE recommends "DO PASS"
Phil Brown, Deputy Director of Aviation, stated that this was a companion ordinance to 051170. The ordinance allows the Aviation Department to reallocate space at KCI after the year 2012 when the contract with the nine rental car agencies expires. The space can be reallocated every five years after that. Based on information sent out to various rental car agencies these were the ones that were interested in doing business in Kansas City. Councilman Bill Skaggs asked if this contract would lock other companies out of doing business at this location. Mr. Brown answered yes but any company wanting to do business after the contract agreement is signed can do off-airport service but they would be required to use the same facilities available to the on-site companies. The only difference would be the need to bus the customers to the facilities instead of to the terminals.

Authorizing the purchase of a parcel of land identified as Tract No. 160 in Kansas City, Platte County, Missouri, for Airport Development; the expenditure of previously appropriated funds in the amount of $379,360.00; and acceptance of a warranty deed conveying title thereto.


AVIATION COMMITTEE recommends "DO PASS"
Phil Brown, Deputy Director of Aviation, stated that the ordinance would allow the airport to purchase land around the airport with federal monies for future development. The main issue dealt with the noise. The ordinance is trying to protect the land area from future noise potential.

Authorizing a $500,000.00 Amendment No. 1 to an Agreement with Wellner Architects, Inc. for Project NO. 62030256-Aviation Facilities Development at Kansas City International Airport and the appropriation of funds in the amount of $500,000.00.


AVIATION COMMITTEE recommends "DO PASS"
Phil Brown, Deputy Director of Aviation, stated that the ordinance was for a continuation of an on-call contract with Wellner Architects for delivery of professional services. The previously allocated funds had been used. This contact is not to exceed the $500,000.00 figure. Councilman Alvin Brooks asked about MBE/WBE participation. Mr. Brown answered that Wellner had a 24% MBE participation and that Judy Wellner was a WBE member. The company had a 2% WBE participation rate.

Amending Chapter 6, Section 6-49 of the Code of Ordinances, imposing a fee upon certain KCI rental car transactions at the Kansas City International Airport.


AVIATION COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Phil Brown, Deputy Director of Aviation, said that there were four related ordinances that had to do with car rental issues at Kansas City International Airport. This ordinance authorized the Director of Aviation to amend Chapter 6 by imposing an increase in car rental fees. User fees would be imposed on a per-day transaction fee. The additional fee would increase the total amount to $5.00. Assistant City Attorney Dorothy Campbell stated that there should be some legislation coming through toward the end of a construction project currently underway at KCI regarding a double busing ordinance.
