Accepting and approving a three year $172,970.99 contract with the Missouri Department of Health and Senior Services that provides funding for Maternal and Child Health programs; increasing appropriations in the amount of $16,071.00 in the Governmental Grants Fund; reducing appropriations in the mount of $32,590.00 in the Governmental Grants Fund; and authorizing the Director of Health to expend $116,955.00 for the program.


PUBLIC SAFETY AND NEIGHBORHOODS COMMITTEE recommends "DO PASS"
Ursula Copeland, Health Department, explained that the ordinance would allow the acceptance of a grant from the Missouri Department of Health and Senior Services for Maternal and Child Health Programs. The program is a partnership with KCK, and others that services youth kindergarten thru third grades, a separate program would cover older youth and another would cover young adults. Councilwoman Sanders-Brooks expressed concern about the suicide rate for young people in the 64127 zip code. Dr. Archer agreed that the rate in that area was high but said that he would have to check on specific numbers and added that perhaps these programs would be a tool to help combat that issue.

Increasing revenue in the amount of $620,916.00 in the Governmental Grants Fund; appropriating $550,000.00 from the HUD Lead Hazard Control Grant account in the Governmental Grants Fund for the purpose of continuing abatement services through the end of the current fiscal year; and recognizing an emergency.


PUBLIC SAFETY AND NEIGHBORHOODS COMMITTEE recommends "ADVANCE AND DO PASS, DEBATE"
Scott Graybill, Health Department, testified regarding the abatement at 525 Armour Blvd. stating that the owner has invested a great deal of money and time to abate the lead paint and other issues at the property he added that the owner would like an advance do that the abatement and window replacement can be done while the weather is good.

Accepting and approving an eight-month $224,017.00 contract with the Missouri Department of Health and Senior Services that provides funding for the Core Public Health programs; increasing revenue in the amount of $196,021.00 in the Governmental Grants Fund; and increasing appropriation in the amount of $41,216.00 in the Core Public Health Function account of the Governmental Grants Fund

Calling for submission to the voters of Kansas City, at a special election to be held Tuesday, February 5, 2008 a question amending Chapter 34, Code of Ordinances, by repealing Article XII, Smoking prohibited in enclosed places of employment and public places, consisting of Sections 34-471 through 34-481, and enacting in lieu thereof a new article of like name and subject matter consisting of Sections 34-471 through 34-481, prohibiting smoking in enclosed places of employment and enclosed public places and ; establishing penalties for noncompliance; authorizing and directing the City Clerk to notify the responsible election authorities of this election; and recognizing this ordinance to be an emergency measure.

This item was requested to be held off the agenda per the sponsor of the ordinance Councilwoman Gottistein who was present at committee. The committee ask questions and had concerns about the request they decided to hold for three weeks rather than to hold it off the agenda for semi-annual docket.

Amending the Building and Rehabilitation Code, Chapter 18, Code of Ordinances and amending the Fire Prevention and Protection Code, Chapter 26, Code of Ordinances by repealing Sections 26-3301.2, 26-3301.2.1, 26-3301.2.2, 26-3301.2.3, 26-3301.2.4, 26-3301.2.5 and 26-3301.2.6 and enacting in lieu thereof two new Sections 26-3307 and 18-400, pertaining to blasting and the use of explosives in mining or construction.
